Two others were in custody charged with receiving, conceal- Emergency Board OKs Prison Guards Money Salem U.f9 The Oregon State Emergency Board has al lowed $100,000 for h i r 1 n g of extra guards at Oregon state penitentiary. Will Hire 20 Guards Warden Clarence T. Gladden had asked the Board for $143. 028 with which to hire 25 extra guards to fill security gaps at the prison. Harry Dorman di rector of the State Department of Finance and administration, said the $100,000 allowed by the board would be enough to hire about 20 new guards. Board members told Gladden he could appear later to ask for additional money he considered necessary. The Board deferred for later action the matter of a property bond for ROTC properties at University of Oregon and Ore gon State college. It said it would give the question further study. The Department of De fense has ordered ROTC units at the two schools disbanded within year unless the state niit nn bond to cover govern- ment property used In the two departments. Approved Plans Also annroved were plans for a one-story and basement ser vice building for the Finance Department and Veterans Af fair Deoartment: central garage for the state motor pool; and $37,400 for a pilot program in the education of mentally re tarded children. It authorized the State Depart ment of Agriculture and the state health division to survey ragweed infestation in the state and to recommend control mea sures. Budget for the forest protec tion and conservation commis sion was fixed at $20,750. Aviation Mechanics Said Needed by Army A new army specialty, avia tion mechanics, is now open to Army enlistees, according to Pfc. Warren M- Long, local Army and Air Force recruiter. The Army needs mechanics for airplane, helicopter or air frame work, he said, to meet the expansion demands of the Army aviation maintenance program. Those having one of three qualifications will be eligible for such enlistment, Sergeant Long said. These art possession of a diploma from a recognized school in mechanics, a Civil Aeronatics Administration ' li cense in one or more of the specialties, or at least one year's service in the fields. Fire Causes Loss Estimated at $1000 A grass fire Friday caused damage estimated at $1,000 when it spread into a hen house, woodshed and chicken house owned by L. F. Rieffenberger, 1810 Orchard Home court, ac cording to the Medford fire de partment. The blaze occurred at about 3:30 p.m. and apparently was started when the grass was ig nited by sparks from a trash burner, firemen said. Two city trucks were sent to the fire. They were the city's regular alarm truck, and a standby truck kept in reserve for rural fires, according to the fire department. back nr U. 8. The FBI said a suitcase con taining about $40,000 and ship ped from New London, Conn., to Miami, Fla., shortly after the Feb. 17, 1951, burglary provided the clue that led to the multiple arrests. Patrolman Arrested Those in custody were Jack Nipper, 22, a . Newport News, Va., motorcycle patrolman; Wil ton Corry Solcum, 25, a Trifton, Ga., aviation electrician; his father Robert J. Slocum, 55, of Winter Haven, Fla., aviation electrician, and Zeb Newton Crews, 38, of West Palm Beach, Fla. Federal agents said Nipper and the younger Slocum com mitted the burglary while both were in the Navy and stationed at Quonset. Slocum, the father of four children, is still in the Navy. He was arrested at Quon set Point, R.I., and arraigned be fore a U.S. commissioner in Pro vidence, with bail at $10,000 and hearing set for Sept. 4. He re cently had returned home from duty in Turkey, Nipper was summoned to the Newport News Police headquar ters from motorcycle duty and was turned over to the FBI there. He was arraigned before a U.S. commissioner and bond was set at $10,000 returnable at Providence, R.I. The FBI said the younger Slocum, a part-time janitor at the credit union when the rob bery occurred, admitted rifling files in the office until he found the safe's combination. Agents said the money was di vided after the burglary and sent to "personal contacts" in Florida. Discharged From Navy Nipper returned to civilian status after the burglary and was hired as a Newport News patrol man Dec. 5, 1952. According to police and FBI officers, pre-em ployment inquiries about Nip per showed that "everyone' queried -"spoke very highly of him. Newport News Police Chief William Peach said Nipper "didn t make any statement ex cept to deny any knowledge of it." He said he requested and re- c e i ved Nipper's resignation, However, Peach added, if Nip per was acquitted of the charge "I certainly feel that I should take him back as a police officer." .5 Now! No changes have yet been made by Secretary of Interior Douglas McKay in the region's power marketing agency, al though he has acknowledged that a successor to Administrat or Paul J. Raver has been under consideration. The Civil Service commission this past week placed Raver's job and two others at BPA into what is called "schedule C" a new civil service category set up by the Eisenhower adminis tration to comprise all positions in government of a policy-determining character. Anyone whose position is placed in "schedule C" can be removed at any time. Raver previously had been in a similar category under the past administration. But not all Ike Completes List Of Appointees to Special Commision Denver (U.R) President Eisenhower Saturday completed his appointments to a special commission assigned to improv ing American international trade and finance and dispatch ed one of his chief economic ad visers to Paris for a brief study of the European economy. To Attend Conclave The summer White House an nounced that Mr. Eisenhower was sending Dr. Gabriel Hauge to Paris next month for confer ences with the economic com mittee of the Organization for European Economic policy, tell ing the appointees that their mission was "one of the most vit al before our country." And not a few congression al junkets abroad offer an at tractive climatic contrast to Washington, D.C. Sen. Guy Cor don for example, might have gone to' Alaska for hearings on statehood. But where is he go ing this week? Africa's Belgian Congo which straddles the equator. Later he may get to the Pac ific islands under U.S. trustee ship, whose reputation for balm iness is more fiction than fact. By the time Cordon gets back to Washington, he should be thankful for the moderate cli mate on the banks of the Potom ac, probably enough to keep con sidering spending another six years here. Portland General Electric Co. has received another blow in its long fight to build the contro versial Pelton dam in the De schutes river, which fishing in terests backed by the Oregon State Hydroelectric commission have opposed. Because the project has been licensed by the Federal Power commission the state ha; taken an appeal to the federal courts to block construction. The FPC license was granted Dec. 21, 1951 and the case is still tied up in court. Like many private utilities, PGE meanwhile got a rapid tax amortization certificate from the Office of Defense mobilization permitting them to write-off against federal income taxes $14,469,000 over a five-year per iod, or 65 per cent of the esti mated cost of the dam. But this past week ODM in formed PGE that it was cancel ling this tax favor on grounds the project had not been started. ODM requires that certified pro jects get underway within six months from the time they grant a tax certificate. The govern ment had twice given PGE six months extensions.
