Radford Takes Duties Of Joint Chiefs Head At Simple Ceremonies Washington U.PJ A new team of generals and admirals, headed by Adm. Arthur W. Rad ford, took over the military high command Saturday with the as signment of taking a "new look" at the nation's entire defense setup. Only simple ceremonies at the Pentagon marked changeover in the membership of the Joint Chiefs of Staff. But from the change may come decisions re vamping national defense polic ies followed for the past several years. Radford New Chairman New chairman of the Joint Chiefs and the first Navy man to hold the top military post, is the 58-year-old Radford who suc ceeds Gen. Omar N. Bradley. Gen. Matthew B. Ridgway's turn to take the oath came an hour later. The former supreme Allied commander in Europe succeeds Gen. J. Lawton Collins as Army chief of staff. Gen. Nathan F. Twining has already taken over as Air Force chief of staff, replacing Gen. Hoyt S. Vandenberg who retired June 30. Adm. Robert B. Cam ey, the fourth member of the new military team, will be sworn in Monday, succeeding Adm. William M. Fechteler as chief of naval operations. Paul H. Nitze, former chief of the department s policy plan ning staff, urged a boost of up to $3,000,000,000 in air defense spending "over a period of years." The essential element in an overall military program for the umiea Mates, he said, is "an integrated and effective defense against the possibili of over whelming atomic attack." Nitze outlined his proposals at the concluding session of a five-day seminar on "Soviet Im perialism." The conference was sponsored by the School of Ad vanced International Studies of Johns Hopkins University. Denver Man Named Benson Assistant Washington (U.R) Secre tary of Agriculture Ezra T. Ben son announced Saturday the ap pointment of Lorenzo N. Hoopes of Denver as his executive as sistant. Hoopes has been connected with agricultural marketing or ganizations for the last 20 years. He succeeds Daken K. Broad head, San Marino, Calif., who resigned. Hoopes, formerly of Twin Falls, Ida., and Maywood, Calif., is a native of Brigham City, Utah. LOW BIDDER Portland (U.PJ Western Engineering Consultants, Eu gene, was low of six bidders Friday fo furnishing two five man survey parties for work in the Amazon Creek area in Eu gene. The Eugene firm's offer was for $3,022, the Corps of Army Engineers said. John'W. Gem Smugglers Believed Smashed Uxbridge, England (U.R) British authorities .Saturday charged two diamond brokers with operating a gem smuggling ring which did a million dollar business between London and New York, using British Over seas Airway stewards as -trans-Atlantic peddlers. The accused, Sidney Norman, 32, a, diamond merchant, and George First, 31, a diamond broker, were released on bail after being arraigned on charges of masterminding the diamond smuggling racket. Police testified the two hired ROAC stewards to smuggle the gems to New York from London in small packages. Airline stewards were discov ered carrying $123,000 in gems, authorities said, and their inves tigations showed $1,400,000 of diamonds and other gems had been smuggled into New York in the past three months. 0mme H0HEC0B9IG RUSHED In Tokyo, ex-POW Sgt. Army captains, en gaged in. field maneuvers near the. Iron Curtain frontier, mis takenly landed their light plane In the Soviet Zone of Germany and were reported Saturday as "missing and presumed held by the Russians." The two officers brought their L-19 liaison plane down on a super highway about six miles northwest of the border town of Hof and a few hundred yards inside the Soviet Zone Friday morning, an Army announce ment said. They bave not returned and the Army said It can be pre sumed they are being held by the Russians. An Army spokesman said he "assumed" the Russians already have been asked for information and requested to arrange their release. Both men were assigned to the U. S. First Division. They were participating in First Division field maneuvers at the time. The names of the two men were not disclosed, pending noti fication to their families. Communists Lisl Exaggerated Claims Of U.N. Casualties Tokyo (U.R) Communist propagandists Saturday claimed the North Koreans and Chinese "volunteers' killed, wounded or captured 1,093,839 United Na tions troops, including 397,943 Americans. Quoting an announcement from "supreme headquarters" of the Communists in Korea, Radio Peiping and Radio Pyongyang also, said Red pilots and anti aircraft crews had downed 5,729 Allied planes. Ridiculous Boasts Observers here considered the Communist boasts ridiculous. The Communist count of 397,- 543 Americans killed, wounded and captured was more than twice the figure given by the Pentagon. Red claims on ma terial also were considered gross ly exaggerated. The Communists' final sum mary of three years of warfare broke down the casualty list as follows: 397,543 Americans, 667, 293 South Koreans, and 29,003 Britons, Turks and French. Claim Planes Downed They said planes shot down or damaged included 12,213 fight ers, bombers, reconnaissance planes, transports, artillery spot ters, propaganda planes and heli copters. The U. S. Air Force and at tached United Nations units re ported losing 999 planes during the war, only one fifth the Red figure. Liquor for Indians Measure Approved Denver U.R) President Eisenhower Saturday signed into law a bill to let reservation In dians buy "firewater." The measure wipes out a 19th century law which prohibited the sale of intoxicants to redmen in "Indian Country," a term that once meant large segments of the West but now Includes res ervations only. While he was about it, the President ended another long standing discrimination against Indians by signing a bill to allow them to contract for loans on cattle they own. Still another measure which would let Indians buy firearms is awaiting Mr. Eisenhower's signature. Another Indian bill signed by the President puts reservation Indians in five states, California, Minnesota, Nebraska, Oregon, and Wisconsin, under the same criminal and civil laws which govern other persons. ELECTION RECOMMENDED Portland (U.R) A special city council advisory committee has recommended a special elec tion be held on an $8,000,000 bond issue to finance a new sports and recreation center in Portland. Vermont's first state house "was literally whittled out of use" historians say the holes made by jack-knives were "too big for putty and paint, too ugly to be agreeable." Lightning Storms Cause Small Fires In Oregon, California; None Said Serious By UNITED PRESS Widely scattered electrical storms late Friday caused a rash of small forest fires In Ore gon. None of them was believed serious, however. Ten lightning-set fires were reported in the Medford area and three around Klamath Falls- In Clackamas county, wet(of Cher ryville, two, fires were reported, one of them'coverlng six to eight acres. Largest fire reported as an aftermath of the storms was one ( burning over 20 acres In Lane county, 20 miles west of Fugene. Federal Forest Firea Federal forests had their share of trouble with 15 small light ning fires in the Umpqua nation al forest, 11 in the Rogue River forest and four in Fremont Guy Johnson, dispatcher for the regional forest office in Port land, said there was .also con siderable lightning activity in the Willamette National Forest. Two fire-fighting crews reached the scene of a blaze in Hood River National Forest near Preacher peak. It was reported burning 'fiercely Friday after noon and covered about an acre. Smoke Jumpers Used Smoke jumpers from the for estry department station at Cave Junction dropped onto a fire on the upper South Umpqua river and one at Rocky Ridge.
