NICHOLS UnitH Pitn Faarara Writer Washington (U.B A little man I know has the biggest bud get in the world out of line. To be exact, $12.71 out of kilter. You might say that the federal debt, now upwards of $270,000, 000,000, is at the moment upwa r d s of $270,000,0 0 0,- Harman Aicncus 012.71. The $12.71 is owed to lawyer Robert M. Wolfe, who is only 5 feet 5. He works for the government, which sent him to New York on business early in 1951. Government workers on the road are allowed $9 a day to cover hotel rooms and meals plus transportation tickets.' But in order to prove that a man went where he was sent, he must produce the stubs of his train tickets or carbon duplicates of airline tickets. No tickets, no per diem. What He Owes The way our man figures it, Uncle Sam owes him the follow ing: The per diem $9.00. Phone calls $1.10. A necessary trip on the Long Island Railroad to save $6.95 in taxis for the government $1.26. Taxis $1.35. Total $12.71. The gum and soft drinks our Wolfe man bought were on him. Also tips and the scarf he picked up for Mona Lou. his little niece, in Macy's basement. Wolfe would like to have the $12.71. He can't get it. Uncle Sam would like to pay off, but under the complicated system of government accounting that is not possible. ' Lost the Proof The way. Wolfe figures it, while he was paying for the scarf for little Mona Lou, those parlor car stubs must have slipped to the floor. Anyhow, he can t find them. Since then, once a month he has been visited by representa tives of the Bureau of Account ing and by workers in the Gen eral Accounting Office. These folks scream, "Wolfe, Wolfe! You have us in a mess. We want to pay you." Every time Wolfe replies he could use that $12.71. Nothing has happened, and it appears nothing ever will. The irony of it is that just the other day, the lawyer got a polite little note from his boss. Because of a reduction in force in his department he is being separated on Aug. 23 from the government minus $12.71.
