Ho Atomic Shell Test Planned in Nevada Las Vegas, Nev. U.R) The Atomic Energy Commission will not test an atomic artillery shell during the present series, of nu clear experiments at the Nevada proving grounds. Authoritative sources Indicat ed the United States has not yet perfected an atomic shell, ,al though considerable progress has been made. The source discredited widely published reports that a giant howitzer had been set up at the Frenchman's Flat testing site for firing a nuclear charge. Meanwhile, Dr. Carroll Tyler, AEC test director, said scientists were "completely satisfied in ev ery respect" with the test of an atomic device Tuesday. The high court held, in an opinion written by Justice Wal ter L. Tooze: " "If the Legislature, in the ex ercise of the police power, may fix minimum prices to be charged by barbers, it may, by the same token, fix minimum prices; it could also fix prices for personal services rendered in other trades, occupations and professions." The case came before the Su preme Court on appeal of the State Board of Barber Exam iners in its suit against Earl La Forge. La Forge, a Multno mah county barber, had chal lenged validity of the act on grounds it deprived him of a property right without due pro ces of law, in violation of the 14th amendment to the federal constitution. La Forge won out in the Multnomah county circuit court of Judge James W. Craw ford and the high court opinion affirms the trial court. Felix Asia Jr., 28-year-old sabrejet pilot from Eugene, Wednesday was officially credit ed with three Communist MIG- 15s downed and four damaged in some of the hottest aerial dogfighting of the Korean war. Two more downed and he Joins the select circle that includes only eight other American pilots. Asia had his sights on two MIGs Tuesday when U.'S. Air Force pilots tore into the Red jets over MIG alley, but the Communists were able to get away from the major's blasts with only "damage' to his credit. Fellow pilots said on MIG might .have -gone- down - later- but since its fate was unobserved it went into the record books only as damaged. . Asia, whose parents live in La Grande, Ore., worked his way through the University of Oregon for two years before en tering the service nine years ago. He flew a Thunderbolt in World War II. The Oregonian is commander of the 336th fighter interceptor squadron and has been in Korea about six months, with close to 50 missions to his credit. Regu lations say he will be eligible to return home after one year of Korean duty or 100 missions, His wife Bess, lives in Eu gene and they are the parents of a son, Terry, 7, and daughter, Merrilee, 3. Liquor by Drink Proposed in Stale Salem (U.R) Sale of liquor by the drink in Oregon would be legal under terms of an initi ative measure for which prelim inary . petitions -were filed late Tuesday with the State Election Bureau. . The petitions are sponsored by Cecil W. Jones, Paul Walsh and T. E. Fenolio, all of Portland. The measure would legalize sale of liquor by the drink in private clubs, fraternal and veterans organizations, on railroads and in restaurants. A similar measure was re jected, by the voten in 1948, 273,621 to 210,108. There : has been a growing awareness of a need for some such service among several groups, members report, and Dr. Sprang was asked here to discuss plans and possibilities of such a clinic. Facilities for guidance of chil dren in Jackson county are grossly and completely inade quate, Dr. Sprang stated, and he pointed out that at present the only such service is the trav eling clinic offered by the Uni versity of Oregon medical school and the State Board of Health twice a year. The con tinuation of even this is doubt ful, he added. Hope for Clime It is the hope of many that a community guidance clinic might be established in the county through the joint efforts of all agencies, a spokesman said today. Dr. Sprang pointed out that the cost of psychiatric treatment for children on a private family basis is nearly prohibitive, but that through community-wide efforts, such services could be within the reach of all. He em phasized that he did not feel a community should depend upon state or federal help, but that such a program should be mo tivated within the community. As an example he told of the clinic now established in Kelso, Wash., where a small donation and the interest of a labor un ion was the starting point. Steps Told The first step in organizing such a clinic, he stated, is to get all interested groups and individuals together, outline a definite program, appoint a rep resentative board to control poli cies, work out fmancing and then employ a psychiatric so cial worker. After this much has j been worked out, he then rec ommended employment of a psychiatrist on a part-time ba sis and later a trained psychol ogist. He stated such a clinic would air roughly four groups of chil dren those with disorders of in telligence (distortions of the ability to learn), those physical ly handicapped, those emotion ally disturbed and those with specific disabilities such as reading and writing in reverse, Tells of Services Outlining psychiatric guid ance clinics available in the state other than private sources, Dr. Sprang told of the Oregon Psychiatric Services for Chil dren, directed by Dr. Charles Bradley, a nationally known au- Renovation Slated On Medford Hotel Renovation of the front of the Medford hotel building is ex pected to commence Friday, Manager Harry Watson has an nounced. .
