Medford Men Held On Bzd Check Charge Two Medford men have been arrested and lodged in the coun ty Jail after allegedly passing worth lei checks here earlier this week, city police said today. The men are Robert Lee Smith, S3, of 308 Chestnut street, and Freddie Harold Roberts, 26. of 834 West 13th street, officers stated. Smith Is alleged to have passed a SIO check at Wain scott's pharmacy. 400 East Main street, police said. Eisenhower was por trayed to the South Friday as a presidential candidate who would "encourage state and local solutions' 'to public problems. That viewpoint was attributed to him by Sen. Frank Carlson, R-Kan., director of the national Eisenhower-for -President head quarters, who is in North Caro lina for a aeries of three speeches. Implication Made Coming before an audience in the south, where the "states rights" sentiment is highest, the speech implied that Eisenhower might not be an enthusiastic sup porter of federal "civil rights' laws which the South opposes. But Sen. Irving M. Ives, R. N.Y an ardent supporter of both Eisenhower and civil rights legislation, insisted that no such inference should be drawn.
