EDWARD LEACH, becretery Hoard or Ulreciors Medford Irrigation District Post Office Accuses Railroads Of Sabotaging Express Service By Meureen Qothlln I'nlted Prass luff Correspondent Washington (U.PJ The) Post Office Department haa comnlaln- ad to congress that the railroads deliberately are throwing rail way express tramc to parcel post so they can make more money. In hearings before the house appropriations committee the post otflce department solicitor. Frank J. Delanv. criticized both the railroads and the interstate commerce commission. He said railway express rates are so high that the public is using cheaper parcel post In stead. The ICC has approved two postwar increases in the rates ol the Railway Express agency, which is owned by about 70 rail roads, and a inira has oeen recommended. All of a sudden." Delany told the committee, "the post office department has in effect taken over the express business in large part. There la reason to believe that this la done deliberately be cause the railroads receive more money for transporting these packages in the form of mall than they would get through express." Two ICC examiners, however, in recommending the Ihlrd-posv war increase in express rates 10 per cent on first and second class put the shoe on the other foot. They said that the diversion of traffic to parcel post Is the cause 0: increased express rates. in their opinion, express tramc will not increase "so long as par cel post rates are maintained at tneir present levels considerably below the cost of service." Delany also complained that Quackery Common In Psychoanalysis Mentalists Learn San Francisco flJ.R) Almost anyone can hang out a shingle as a psychoanalyst, gays the chief of psychiatry at one of San rrancisco s top nospitais, ana the trouble is, too many do. Dr. Norman Relder estimated at a meeting of tha Mental Health society that "at least 23, 000 mind-peddlers are practic ing In the united States, and the number la increasing every day," The reason, Dr. Relder said, la that no state licenses ar requir ed tor mental therapy work. Quackery within the medical profession is practically nil, he pointed out, because medical practice ! carefully defined by law. But in the field of psycho therapy, there li no legal defi nition for proper treatment. Results Tragie "The results," he said, "Is charlatans. People with no train ing wnatever even plumbers and electricians are setting themselves up as analysts, mar- or vocational guidance consult ants. "The results of their work are tragic," he declared. Dr. Relder predicted that a "decade would pax" before leg islation necessary to maintain standards etsablished by other professional societies would come. Qualified workers In tha psychotherapy field are strug gling with the problem now, he said. The organizations of qualified professionals include tha Ameri can Association of Psychiatric Social Workers, the American Association of Psychologists, the American Psychiatric Associa tion, and the American Board of Neurology and Psychiatry. Since 1901 pTjiiis MtDrORD (OREGON) MAIL THIBTTrtE 1TTE th ICC has refused to ictlvste a section ol the railway mall pay act that might lower the rates tne government must pay the railroads lor carrying package mail. Interpretation Disputed According to Delanv's lnter- B relation, this section requires le ICC to fix rates paid the rail roads for carrying all but first class mail at a level no higher tnan tne railroads receive for carrying railway express traffic. Delany said the ICC has put an "improper ' Interpretation on the law in claiming it is "Im practicable to put Into effect." The lUfj nas contended that the reason the law is imprac ticable is that the railroads which own the express agency are not paid rates for express traffic but divide among them selves the net earnings oi the agency. The post office department be lieves this is wrong in Itself be cause railroads are supposed to charge rates for everything they haul. Then contend that the ICC never has undertaken a thor ough Investigation of the Rail way Express agency's traffic and its pay to the railroads as it should have. The result, according to one Sost office department official, ; that "no one except the rail roads and the express agency knows whether express rates to tha public are fair or whether express rates to the railroads are fair."
