Of Sabotaging Express Service

Frank J. Delanv. criticized both
the railroads and the interstate
commerce commission.
He said railway express rates
are so high that the public is
using cheaper parcel post In
stead.
The ICC has approved two
postwar increases in the rates ol
the Railway Express agency,
which is owned by about 70 rail
roads, and a inira has oeen
recommended.

department has in effect taken
over the express business in
large part.

cause the railroads receive more
money for transporting these
packages in the form of mall
than they would get through

Quackery within the medical
profession is practically nil, he
pointed out, because medical
practice ! carefully defined by
law. But in the field of psycho
therapy, there li no legal defi
nition for proper treatment.

"The results," he said, "Is
charlatans. People with no train
ing wnatever even plumbers
and electricians are setting
themselves up as analysts, mar-
or vocational guidance consult
ants. "The results of their work are
tragic," he declared.
Dr. Relder predicted that a
"decade would pax" before leg
islation necessary to maintain
standards etsablished by other
professional societies would
come.

the law in claiming it is "Im

traffic but divide among them
selves the net earnings oi the
agency.
The post office department be
lieves this is wrong in Itself be
cause railroads are supposed to
charge rates for everything they
haul. Then contend that the ICC
never has undertaken a thor
ough Investigation of the Rail
way Express agency's traffic and
its pay to the railroads as it
should have.
The result, according to one

; that "no one except the rail
roads and the express agency
knows whether express rates to
tha public are fair or whether
express rates to the railroads are
fair."
