Frank J. Delanv. criticized both
the railroads and the interstate
commerce commission.
He said railway express rates
are so high that the public is
using cheaper parcel post In
stead.
The ICC has approved two
postwar increases in the rates ol
the Railway Express agency,
which is owned by about 70 rail
roads, and a inira has oeen
recommended.

over the express business in

and electricians are setting
themselves up as analysts, mar-

ants. "The results of their work are
tragic," he declared.
Dr. Relder predicted that a
"decade would pax" before leg
islation necessary to maintain
standards etsablished by other
professional societies would
come.

ough Investigation of the Rail
way Express agency's traffic and
its pay to the railroads as it
should have.
The result, according to one

fair."
