Stating that he was "opposed to America perennially being Santa Claus," Daniels said that investment in economic devel opment of the Pacific nations would aid them to help them selves even as European capital built our own industry follow ing the Civil war. "We have forgotten our basic duty of citizenship," Daniels said, "our problems are beyond solution of any one human being and we need more leaders of thought and action." He urged a return of powers from the national government to the states and to the people, emphasizing that "We the peo ple rule the land if we will.' Duff. The ruling affects all applications filed since Nov. 7, 1945. The official explained that be cause of the great amount of residential building springing up within the city, and the already numerous new consumers out side the city, it has become necessary to renew the rule which was first adopted when a supply of water was pledged for Camp White. The restriction was lifted last fall when construction of the third reservoir was started, Duff said, adding, however, that the commission has since been flood ed with applications. The pre sent supply line from Big Butte springs will not carry enough water to the reservoirs to sup ply present and expected city consumption if additional outside permits are granted, the super intendent stated.
