Newspaper Page TextPRIORITY SYSTEM ON VETS' LUMBER Tl Plan Simple and Will Work If Builders Cooperate, Homebuilders Head Says. The new priority system to ex pedite construction of new hous ing for World War II veterans was explained to representatives of builders, building material dealers, sawmills, bankers and savings ' and loan associations from Ashland, Grants Pass and Medford, at a meeting at the Jackson county Chamber of Commerce, Tuesday night. Frank. Hull told the group that the Chamber of Commerce wants new houses and that the chamber will assist in any plan that will get results. Slmmt Presides The meeting was presided over by L. C. Simms of Portland, regional vice president of the National Association of Home builders; Folger Johnson of Portland, state director of FHA, and Carl Henderson of Eugene, field representative of the West ern Retail Lumbermen's associa tion. Simms told the group, "hous ing is the No. 1 problem in the United States today. There is an immediate demand for 2V's million homes which will in crease to between 12 and 17 mil lion for the next 10 years. Ore gon needs 10,000 homes this year. We are going to get the houses one way or another. If private industry does not build them we will get the government to do It. The government wants private industry to solve the housing problem. The plan is simple and it will work if build er cooperate." Johnson Explains FHA Director Johnson, in ex plaining what is expected of builders said, "the government wants to make it an Inducement for builders to build and at the same time hold down the cost of the home to the veteran. We believe the Job can be done if all of us pull together. "The priority applications and the procedures have been de signed to effect speedy and ef ficient operation in such a man ner as to assure that findings are consistent and reasonable," Mr, Johnson said. He added that his office will make every effort to avoid delay in pro cessing the application, and pointed out that this processing if done by the FHA without re PLANTATION M SALE M LIQUEUR S6. M00 ference to the type of financing Simplicity Stressed Simplicity is stressed in the entire preference rating system, in an effort to get maximum construction of moderate -cost housing under way as speedily as possible. The Civilian Production ad ministration, through the Na tional Housing Agency, delegat ed to the Federal Housing ad ministration the task of process ing the HH applicants and issu ing the new HH preference rat ings under which it is anticipat ed that about half of the criti cally short materials produced in 1946 will be made available for construction of homes for vet erans. Materials to which HH priori ties will apply include common and face brick, clay sewer pipe, structural tile, gypsum board, gypsum lath, cast iron soil pipe and fittings, cast iron radiation, bathtubs, lumber and millwork. The OPA has announced that additions to or deletions from this schedule may be made from time to time. Priority regulation 33 re quires that applicants must furn ish description of the structures they plan to build and the price or rental at which they will make it available to veterans. The FHA must be satisfied that the proposed sales price or rent is reasonably related to the pro posed accommodation. The regulation further rp. quires that applicants must show iney wm De ready to start con struction within 90 days and de monstrate that they have effec tive control of the land, that financing Is assured, and that ar rangements have been made for local building permits, utility services, and the like. Applicants must agree to make the housing available only to veterans during the period of construction and for 30 days thereafter. In his sales agree ment, the veteran or other pur chaser is pledged to the same 30 day waiting period in case of a re-sale, and the sale must be made at or below the maximum sales price originally paid. Conversion Easy Conversion of existing struc tures also is made possible by the regulation, where If is ch that increased dwelling units will result. It also covers construc tion of dormitories or group housing for educational Institu tions for the benefit of veterans. Housing already under construc tion may be brought under the neconversion Housing program if it meets the standards set in priorities regulation 33. These forms are available at the Chamber of Commerce and all FHA offices for individual veterans who want to build their own nomes, as well as for build ers who want to erect one or more buildings for sale or rental for which veterans will be given preference. HILAMLFHiA, Pk. that the new plan wm not make more housing construction lum ber available but it will channel more of present stocks to the veteran. Henderson urges every veteran or builder planning to build to make application for rating at once. Many states are ahead of Oregon in making ap plications. All applications must be honored by the manufacturer in the order in which they are received. In a discussion following the talks it was brought out that the shortages of critical materials vary in different localities. Simms said that his organization is working to get OPA bottle necks in materials eliminated. Miss Francis Clinton, assistant home demonstration agent lead er from Corvallis, spoke on the farm home and rural life. The committee reporting on that subject emphasized the lu's per cent increase in the county's rural population and recom mended that every assitance be given home Improvement. Mem bers saw need for extending elec tricity to all parts of the county and for more extensive food education. Suggested by the horticultural committee was limited apple in crease, maintenance of present pear varieties, careful peach ex pansion, and operating of hous ing facilities for permanent workers. The crops committee advised growing of eubteranean clover, and alta fiscue or vetch on low production lands, use of larger tracts by the experiment station, production of small seed crops and limited acreages of sugar beet seed and maintenance of corn production as a stock feed. Reduction of herds for better balance in winter feeding and grazing was asked by the live stock committee which pointed out that more extensive road grading was needed in the coun ty. A possible explanation- for the butter shortage is the dis crepancy in prices offered for whole milk and churning cream according to the dairy commit tee. The poultry committee rec ommended Increase in commer cial chicken flocks but decrease to stabilize market in turkey production and contemplated a good market for hatching eggs. TWO FOUND DEAD IN WRECKAGE OF PLANE Weatherford, Tex., Feb. 6 U.F) Another In Texas growing list of post-war aviation acci dents today had brought death to two Idaho men whose private airplane, missing six days, was found in rough country fivo miles north of Weatherford, Tex. The victims were LeRoy Ira Moore, 34, and Lorln R. Home, 34, both of Burley, Idaho. Iden tlfication was determined from papers on the bodies.
