A news re lease from Portland quotes Charles Kaufman, OPA enforce ment attorney, to the effect that an alarming number of flagrant violations were uncovered dur ing the first days of the Portland check-up. Among the phony transactions uncovered were deals involving acceptance of trade-ins at a cer tain price which was later re duced when the customer finally cot his contract papers, accept ance of "side payments" by cus tomers, some of which were made in separate checks on which payment was stopped be fore the seller could cash the check. Illegal repair bills, irregu lar record keeping and the prac tice of some dealers of insisting unlawfully that he will not sell a car unless the prospective buy er has a trade-in, the release states.
