Wall Street New York, Oct. 30 U.RS Stocks rallied near closing time today and finished irregular aft er an early decline had lopped fractions to 'more than a point from a majority of Issues. The early selloff reflected cau tion on the part of long traders who lightened lines in advance of tonight's Truman speech on wages and prices. The late re covery was attributed to short covering and to some speculative buying on anticipation of a wage-price policy loaded with inflationary ammunition. Aside from the forthcoming Truman speech the market had little of special interest on which traders could base commitments.
