BRITISH INST ELAS YIELD GUNS Athens, Dec. 16 (U.R) The central committee of the Greek anti-government Elas made a conditional offer today to with draw its forces from Athens and Piraeus, where they were fight ing the Greek regular army troops and British soldiers through the streets at the end of the second week of civil war. Official quarters disclosed the offer was made In a letter to Lt. Gen. R. M. Scobie, British commander of allied forces in Greece. Scobie replied Immediately that the Elas had not agreed to disarm its troops one of the fundamental differences be tween him and the Elas leaders and that if they agreed to sur render their arms as well as evacuate Attica, he felt that other terms could be agreed upon and the civil war ended.
