SDVTTERY UNDER FIRE AS HEAD OF REA. QUITS POST Washington, Dee. 11 flJ.RW The White House today an nounced the resignation o Harry Slattery, rural electrification ad ministrator. Slattery, whose activities as REA chief have long been under lire, submitted his resignation to President Roosevelt early last week and it was accepted, ef fective Immediately In a letter from the President dated; De cember 8. Slattery's stewardship of the REA was the subject of an ex tensive investigation last winter by a senate agriculture subcom mittee. His critics apparently led by the National Rural Elec tric Cooperative association- charged that REA under his leadership had been inefficient and poorly managed. He in turn told the subcom mittee that the association be gan an undercover campaign to force him out of REA after he , disapproved an association plan to use REA cooperative funds to form two mutual insurance companies. He said his resigna tion had been requested by Sec retary of Agriculture Claude - Wicfcard and by Jonathan Denies, an assistant 'to President i Roosevelt A veteran of government serv ice, Slattery many years ago was associated with Gifford Pinchot, former governor of PennsyV vtnla, la unearthing the so-called Bellinger timber lands deals and assisted in preliminaries toward publie airing of the Teapot Dome eu land scandals. DEGAULLE SIGNS SOVIET ALLIANCE, MEETS FDR SOON Paris, Dec. ll-OJi?) Gen. Charles DeGaulle, en route from Moscow with a new Franco-Russian treaty of alliance and mu tual assistance, probably will meet next with President Roose velt, informed French sources said today. Though Mr. Roosevelt has not replied officially to DeGaulle's invitation to come to Paris, there was good reason to believe that the visit will occur fairly soon. It was suggested that the presi dent might visit Paris imme diately after the next meeting of the allied "Big Three." Having reached agreement with Prime Minister Churchill and Primier Stalin on the main outlines of treatment of Ger many and the post-war Euro pean 'settlement with France in key role, DeGaulle was said to desire a similar understand ing with the United Slates. The signing of the Franco-Rus sian pact probably will be fol lowed soon by the signing of a parallel Anglo-French alliance. The text of the Franco-Russian agreement was not released, but an announcement in Moscow said the two countries had "re affirmed their determination to continue military operations up complete victory over Ger many and their desire to take all necessary measures in com mon for safeguarding Europe irom new aggression." Patterson, warning against home frorft complacency, told Industry and labor last night to abandon thoughts of reconversion until the men at the front "set the hands of the clock to the hour of peace." "The aeld of the facta must dissolve our' complacency," he said in a radio address. "We are In the midst of a hard struggle, not ax we end of it, we have a war to win; we have not won it. We have a duty to perform; it is pot finished. This is not a pep talk. There is a Job to do." Patterson said shortages oc curred suddenly in some types of materiel because of unpredict able shifts in battle schedules.
