Manning United Press CorresDondent Washington, Sept. 23 (U.R) ,Tie United States and China are about to embark upon a be lated but major effort to har ness Chinese military and in dustrial power for the final blow against Japan, it was learned to day. American officials hope that despite the recent crumbling of Chinese resistance inside China, the cooperative American-Chinese project will not be too late. Reports of the loss of Al lied forward air bases in China hint that the aerial protection the navy might have counted on for the landing of amphibi ous forces on the China coast has been temporarily lost. Details Ungiven Details of the American-Chinese industrial and military plans are not known here and probably will not be until Chairman Donald M. Nelson of the War Production Beard re turns here and reports to Pres ident Roosevelt. The President and Prime Minister Winston Churchill considered Nelson's directive in Quebec last week in planning the end of Japan. Officials have been outspoken . .... . ... r in their criticism of the Chi- nese military setup and have placed most of the blame for military reverses on the inex perience and incompetency of the Chinese military command ers. They point out, however, that the Chinese soldier fights ad mirably considering his condi tion. He is underpaid, under fed, ill-equipped and poorly traned. His war lord command er in many cases is more inter ested in keeping his unit intact than in fighting the enemy if the cost is his own troops. There is no overall coordinated strat- Mdm. Stilwell Successful One of the possibilities Hur ley is believed to be working on is the expansion of the system used in south China wheie Gen. Joseph W. Stilwell has had rel atively great success. But, it is pointed out, his troops have had the best American training, are better equipped than most other Chinese troops, are fed, equip ped and commanded by Ameri can officers, and fight under the direction of a unified com mand. If the war in Europe ends soon, it is possible that the United States would be able to spare more American officers to help train and coordinate Chinese military effort in other regions of China. For some time, the general feeling has been that the major part of China's difficulties was the lack of supplies. But it is also believed that with better coordination of what is avail able with her own economic, military and industrial re sources, China could offer more resistance to the Japanese who now are penetrating dangerous ly into vital areas of southern China.
