Economist Points Out Pro
gram Should Not Be Sole
ly For Government.

Many people assume that the
only purpose which taxes serve
Is to raise money to pay the
cost of government. Actually the
kind of tax program we have
can also affect such things as
how much a dollar will buy (in
flation or deflation), how people
will spend their money, and
most Important, how many jobs
there will be and whether wages
will be higher or lower.
That was what Paul Hoffman,
chairman of the committee for
economic development, meant
reently when he said, "too often
in the past our tax programs
have been framed In terms of
what will lose the fewest votes,
The vital question should be,
what kind of tax program will
lose the fewest jobs'?" This is
the vital question which the
C.E.D.'s high employment tax
plan seeks to answer. To my
knowledge, this is the first at
tempt ever made to develop an
over-all federal tax system from
the basic point of (view of en
couraging employment and in
creasing national income, as op
posed merely to collect revenue
from the income and jobs al
ready existing. To me it is a
highly realistic and practical ap
proach. Matter of Sense
It Is a matter of simple com
mon sense that we will be better
able to pay 16 to 18 billion dol
lars in postwar taxes out of a
national incon.e of, let us say.
140 billion dollars a year than
out of the scant 100 billion dol
lars which was our "record" na
tional income In 1340. A pro
gressive tax policy thus becomes
both a means and an end, and
therefore a doubly Important
element in our present job of
postwar planning.
A tax plan which encourages
Investment, greater production,
higher wages, and more jobs will
be a means of reaching a nation
al income of $140 billions an
nually. And only if we achieve
such an end will we be able to
carry our postwar tax load. Nor
should sight be lost of the extra
dividend paid by such a high
level of productive employment
in that it will cut down addition
al tax costs which would be re
quired for "pump priming" and
the carrying of a large number
of unemployed.
Two Basic Guides
Also, the simple fact of a high
tax and ample federal revenue
does not necessarily mean
"healthy" economy. To devise a
fair tax system that gives broad
encouragement to expanded pro
duction, and employment, we
should then be guided by two
basic tax considerations taxes
should be just high enough to
balance the budget at some
agreed level of high employment,
and thereby protect the stability
of our currency.
If we set our tax rates any
higher we will reduce unneces
sarily the money that private In
dividuals have to spend and in
vest and will thus work against
our attempts to reach a high
level of employment and stay
there.
