Orrin Moon, bond drive chair man for eastern Jackson county, has a desk with his name plate on It and also a private secretary in a Kansas City office but Moon never has sat at the desk and has not seen the secretary for a year. Moon was visiting the treasury department recent ly when a member took him to see the bond headquarters. The chairman says the set-up looks pretty good, but he's too busy to spend any time there. Delos Carleton Emmons, former commander of Hawaiian department and western defense command, has been named com manding officer of the Alaskan department, Alaskan depart ment headquarters announced here today.
