She decide to Join the Wane and. after Har vey coca away, she goes to Waye training center in New England. Another of her suitors b Pierre Dnpre, a FlfhUnf Frenchman. He Is being threat ened by a group of Nasi agent who hope to use him to get Infor mation about a Long Island war plant owned by Susan's father. They warn him that, smleas ho cooperates, harm will come to hia relatives in France. Their leader, Carl Cooper, orders him to find out when Susan is coming home on furlough and to get her to show him through the plant. However, when Susan anally gets a furlough she does not let Pterr know, for Harvey Is doe in New York on leave, and Susan plana to spend all her time with him. On the day of Harvey's arrival, be and Susan have a simple lunch together in the kitchen of her home. At abont the same time, Pierre, entering his hotel, finds Carl waiting for him and is forced to ask him np to his room. . CHAPTER XXTI PIERRE and Carl walked to thA AlAvfltnr nnrl o-nr. In. AND while be watted, the butler walked to the Bsterbrook kitchen, where Susan and Harvey were still at lunch. "Sorry to Intrude, Miss Susan." he said, "but a Mr. Dupr Is on the phone." "Pierre I said Susan. "How oa earth did he know I was here" "Shall I tell him you are out" "No, don't do that. Now he's on the wire, ril talk to him." Susan looked at Harvey. "It's a trick. Just to see if I was hee. And It doesnt seem a bit like Pierre to do a thing like that. Excuse me. darling; 111 be right back." In the hall, she picked np the phone. "Hellol" "Just a moment, please." said Carl. "Mr. Dupre wants to speak to you." Susan waited end, while she did so, she thought she heard a muffled argument. It puzzled her. Then she heard Pierre's voice. "Hello. Susan." he said. "I I " "Hello. Pierre. How on earth did yon happen to call?" "I I " Pierre stammered. "I Just took a chance. I haven't heard from you, and " "I only had a short tune granted me," Susan told him. "There was a lot to do, and so little time for fun, that" "You mean you weren't going to call me?" said Pierre. 'If there was time," Susan an- Pierre said nothing, but be did swered. feeling like a perfect heel. a lot 01 thinking. For a long time now, he had been able to avoid Carl. Nor had he seen Hermann and Madame Lecou vreur. He had begun to think perhaps something had scared 'Well, now that I know you're here, you will see me, won't -you?" Pierre said. "I'd like to. but " Susan hesi tated. "Just a moment." She ran back to the kitchen. "Harvey, do you mind very much if I give Pierre an hour or so? Susan went back to the tele phone. "I can't possibly make it, Pierre," she said. "I'm terribly sorry. When I come the next time cross my heart." "All right." said Pierre. Susan sensed a relief In his voice "I'll write you a long letter wnen I return to the training school. you must see her. Then when she comes home, get yourself out to that factory. "You have everything worked ant, haven't you?" "I have. And I'm growing Impa tient." Carl had a sudden idea. "Say. how do you know the girl's not home now?" "That's absurd!" said Pierre. "She wouldn't come home without letting me know." "You mean she's m love with you?" -"No. I dont mean that." "What's the Esterbrook num ber?" "I dont know." . she said. "Good-bye, mo eherel" "Good-bye. Pierre!" AS PIERRE hung up, he turned and looked at Carl. "She cant see me." be said. "A fine lovemaker you are," Carl sneered. "What was I expected to do?' Willkie charged to day that "because the president is zealous for the accumulation of power and loath toisbursO it," mismanagement prevails throughout the government which may prolong the war and lose the peace. Writing in the November is sue of Reader's Digest, Willkie called for a change in White House tactics and urged that the number of men who report di redly to the prelsdent be limited and their responsibilities and au thority clearly defined. : Coordination Lack . Willkie said that the Roosevelt administration had necessarily multiplied the number of its agencies but failed to coordinate them, and added: "There is only one person who can correct this government mismanagement. That person Is the president himself. Of all that Is wrong with the president's administrators, 'there is nothing that better administration, by the president could not remedy. To illustrate his allegations of bad management Willkie assert ed that there are 49 federal cor porations and credit agencies with -a say In lending govern ment funds; more than 10 agerv cies responsible for sugar enn trol, and five agencies created to handle the need for day nurseries. What Country Wants What the country wants In president, Willkie said, is a men Tvho, eschewing petty occupa? tlons and the lure of little pow ers, would stand forth to speak and act not only from his heart to the peonle. but for the peo ple out of what Is in their hearts." Instead, he said, the presi dent s desk is cluttered and his mind distracted "by his concern with the wheels within wheels, the foremen and the sub-foremen of our gigantic federal machino.
