AUTO SALE RULES WRITTEN BY OPA Washington, Oct. 8. U.R The Office of Price administra tion acted to halt discriminatory practices by new car dealers and assure eligible purchasers a "first-come, first-served" chance to get an automobile. It outlawed the prevalent practice by which dealers re quire a trade-in by a prospec tive eligible purchaser. It was a major step toward counteract ing the extreme high prices now prevailing on the used automo mile market.
