YANKEES ADVIS ED T Assistant Secretary of Navy Says Cooperation With Soviets Paramount Issue. Boston, Sept 29 OJ.B As sistant Secretary of the Navy Ralph A. Bard today advised Americans to revise their out moded ideas about the Russian Communist program of 10 years ago, lest they wreck the world peace program of the future.- "Russia as our ally makes sense in a big way," he said. "Russia as someone else's ally raises consternation in the breasts of those who are vitally interested in the world our chil dren will have to live in." Bard spoke before the annual convention of the Metal Trades department of the American Federation of Labor. He com bined his advice to Americans on their attitude toward Russia with sharp words to manage ment and labor to forget their differences before they become just "colorful but useless orna ments of American industrial society." Cooperation Needed He emphasized that lust as co operation with Russia is the paramount international issue facing this country, the most important domestic prblem is creation of labor-management cooperation that will assure a prosperous and happy America. A digest of his remarks on Russian relations: "The course of the Russian revolution during and after the last war generated a massive question in our collective minds, and made fear of communism not only respectable, but a ready stick with which to beat prog' ressive ideas. This fear was the stuff of which appeasement was made, and it was that philo sophy of appeasement that nour ished Hitler. . "It is my personal opinion that the future peace of the world lies in the relationship soon to be established between the - United States, Great Britain, Russia and China. The ideas we may have had based on the Rus sian communist program of 10 years ago should not be allowed to wreck the world peace pro gram, covering the years ahead of us. i Russia To Grow "In my opinion, Russia's fut ure prospects compare with ours at the beginning of this century. Its material growth will be rapid over the next SO years and, as Its natural riches are de veloped and realized by its population, the Russian people will react as have human beings since the beginning of time. "Russia as our ally makes sense in a big way. Russia as someone else's ally raises con sternation in the breasts oi those who sre vitally interested in the world our children will have to live in. As our allies that consternation is .dispelled As allies of others, what hap pens to our hopes for a long period of peace following this Of the labor management nroblem at home, he said, in port: "... I can say. with the feel- In that I am on solid ground, that management must not use the post-war period for its own war on labor unions, without laying the straight road to strict government control or worse. The day of liquidating the vast majority of the people of this country for the benefit of the minority in the driver's seat is gone, and the old-timers and the die-hards who would turn the clock back in this direction are a liability to the capitalistic sys tem, to business generally, and to their country. If they should nrevail in the councils of im portant business groups, ineiri contribution to the post-war j world will be a death-blow to the interest! they think they are protecting. Must Watch Demands 'On the other hand, union labor cannot make demands which will tend to destroy pri vate enterprise and the Amerl ' can way of business. . . . with out destroying itself In the doing- ... . "Unless there is an honest, friendly, and mutual acceptance between labor and management and capital, much of this beau tiful and productive plant which we have expanded under the stress of war will rot and rust away. If that should hap pen it will make little differ ence whether the failure was due to the prejudice of capital or the unreason of union labor. FIND CHARRED BODY OF ARMY TRANSPORT PILOT Reno, Nev., Sept. 29 U.R) The Reno army airbase today announced the body of Capt. Marvin Eugene Bradley, pilot of a huge cargo-transport plane which crashed on the slopes of Mt. Shasta was found today. It was said the body was bad ly cremated. A widespread search had been instituted for Bradley when his body was not found immediately after the crash of the plane In which five men were killed, and one escaped by parachute. FIRE Idaho Falls, Ida., Sept. 29 (U.R) A spectacular fire last night destroyed a huge potato warehouse here and endangered 50,000 gallons of gasoline and oil.
