(AP) Presi dent Fulgencio Batista today asked congress to declare a state of emergency and grant the cab inet extraordinary powers to rule by decree for 43 days. Tegucigalpa, Honduras, Dec. 8. (AP) President General Ti burclo Carias Andino told the chamber of deputies today that he has documentary proof that nazi and fascist agents had at tempted to establish in America governments "manageable by them, to fight against the United States." Carias said he would do all possible in support of democracy and President Roosevelt, whom he described as the "defender of weak countries." Carias said that in Honduras, enemies of the government had conspired with nazi agents to provoke disorders. He added that the plotting also extended to the other Central American nations which are Guatemala, El Salva dor, Nicaragua and Costa Rica. RED CROSS SENDS SOVIET MEDICINE Washington, Dec. 8. UP) The Red Cross said today it was pur chasing $5,000,000 of fnedical supplies for shipment to Russia as a gift from the American I people. HELD FOR MURDER! BY BRITISH NOW ON LIBYA FRONT Eugene, Dec. 8. IP) A sec ond-degree murder charge con fronted 53-year-old Henry Del- mo Steel, Lorane logger, today. He was in the Lane county Jail under $5,000 bail, charged with the death of William S. Overholser, 47, Cottage Grove service station operator. Overholser died Thursday night of what Dr. Joseph Bee- man of the state crime detection laboratory said were effects of blows about the head and face. Cottage Grove Police Chief Myron Perry said Steel told him he struck Overholser with his fists in an argument at the serv ice station over 50 cents in volved in a battery sale. INIST Portland, Ore., Dec. 8, Pacific coast AFL machinists and affiliated unions today ap proved the administration's pol icy of supplying aid to all peo ples resisting Hitler. A resolution sent to President Roosevelt also approved the de fense program. Next year's convention was voted to California with Califor nia unions to designate the city later. The convention will conclude Sunday. U. (AP) Axis war prisoners are being rounded up in Libya faster than they can be counted and now exceed 7,500, the British declar ed today as their forces contin ued efforts to whittle down Ger man and Italian mechanized for mations in a welter of minor actions. British sources said the full initiative apparently lies now with the Imperial armies In north Africa but acknowledged that operations still were re stricted to strong patrols and that there has been no new ma jor tank fighting. However, a resumption of large-scale fighting was expected in British quarters as the weath er improves. The British were reported in a better position for it than in the earlier stages of the battle. The British claim a total of 223 axis planes have been des troyed since the Libyan offensive started Nov. 18, including at least 54 Ju-87's Germany's fav orite dive-bomber. Unofficial es timates prior to the offensive put axis air strength in Libya at 1000 planes, including 200 German. Why the axis has fought In eastern Libya rather than with drawing westward to make the British extend their communica tions lines has become clear now, British sources said, by discov ery that the Germans and Ital-. ians had larger quantities of sup plies near the battle area than originally had been supposed presumably for an eventual axis thrust into Egypt. Chief among the British gains reported was the recovery "of what little ground remained in enemy hinds at Ed Duda," south east of Tobruk, after three heavy axis attacks had failed to seize that position, British communiques empha sized scattered clashes, which,, they said, took heavy toll of axis manpower, machines and air strength. With the campaign at fever heat, police last night broke up two radical party rallies in the towns of Quilmes and Albert), where disturbances resulted from uncomplimentary remarks about Acting President Ramon S. Castillo. Police hurled tear gas bombs at Quilmes to evacuate a hall. YOUTH, 15, SLAIN BY AUJOJMNER Hood River, Ore., Dec. 8. (AP) Dwain Hodge, 15, Yaki ma, died of a shotgun wound in the chest early today and Sheriff John Sheldrake awaited the ar rival of the youth's parents be fore a coroner's jury acted. Sheldrake said Frank Teach reported firing the shot after finding the youth taking the wheel of his car at Parkdale.
