SMIIIol service Hmaonabl Prlcaa By Frank Jenkins Out of the mass of conflicting reports from the critical Lib yan battlefield comes this (Thurs day) morning a Cairo dispatch announcing that the British gar rison battling its way out of To-1 bruk has made a junction witn the British column that has been fighting its way up from the east and south. That is Important, because it means that step No. 1 of the Brit ish battle plan has been com pleted. THE British plan involves: 1. Encirclement of the main body of German and Italian forces between the Egyptian-Libyan border and the general neighborhood of Tobruk. 2. A wider-scale, faster, THIN NER encirclement of the entire Libyan area between the Egypt ian border and the Gulf of Sidra. (Consult your map here.) 3. DESTRUCTION of the axis forces within this area. THE plan of destruction is two fold. It involves: 1. Actual destruction In battle, which is now being fought. 2. Starving out the axis forces by cutting their lines of supply. AXIS forces- in Libya must be supplied from across the Medi terranean. The job of the Brit ish fleet is to stop supplies from getting across. The job of the British army In Africa is to WIPE UP the axis forces. That is the story in a nutshell. FOR at least five months the British have been accumulat ing troops and supplies for this campaign. The Germans and Italians have been doing like wise, handicapped by the activi ties of the British Mediterranean fleet. The battle is now being fought. It is a bitter and bloody battle. The Germans are well led and are fighting doggedly. There are conflicting reports about the Ital ians. Reserves of men and supplies will probably decide its outcome. THE fact that the British have gained their first objective, which was encirclement of the axis forces along the Mediter ranean coast, is the highlight of today's news. If they can MAINTAIN the encirclement, thus preventing re inforcements from reaching their enemies, and if they have the necessary reserves behind them, they will be able to drive the axis out of Libyan Africa. The coming days will tell that story. FROM Washington this morning comes this dispatch: "The United States put the Is sue of PEACE OR WAR in th Pacific squarely up to the Jap anese government today. It was for Japan to accept or REJECT the fnrmnla n kci principles which the U. S. con sidered essential to the mainte nance of peace and security in the Far East." THE dispatch adds that restate- ment of basic principles by recommendations for their prac tical application by Japanjn the Orient. Practical application, it is said, will involve: V. ABANDONMENT by Japan of a program of aggression. 2. Withdrawal of troops from China and French Indo-China. 3. Inauguration of a PEACE FUL economic policy.
