WASHINGTON Is full of steer " ers and fixers who for 8 consideration will agree to bring th cltixen into contact with the right people. Conditions at present existing are ready-made for such a tribe. Washington is seething and mill Ing with people who hav come here either to put through a deal (or deals) connected in one way or another . with national defense or to appear before one or another of the numerous fed eral agencies that In these days ara so necessary to the conduct of business, large and small, throughout tha United States. Some of them know their way around. Most of them do not haven't, in fact, when they arrive, the faintest idea what to do next or wher to go to get it don. For these latter, th profes sional stearer hss a proposition that Is truly attractive. He pro fesses to know Just the right people and to be able to mrke Just the right contacts. Th fee h asks isn't prohibitive h sees to that when he sizes his prospect up. There's no good in asking more than the traffic will bear. Vhe harried little fellow from the back counties is Inclined to look upon the proposal as gieat bargain. IN many cases it Is. The words "steerer and fixer" are not Intended to Imply that in all cases or even In a majority of cases the steering and the fixing are furtive and stealthy and gen erally off-color. As at present constituted. this Is s government ot men rather than a government of !awa and many of these men feel that they have a mission to make America over accord ing to a pattern that is different from the pattern that has been followed In the past. But with few exceptions they sincere men. They are will- ing to listen to the citizen's problems. Jn the main, they are courteous. And with almost no exceptions they are personally honest. e e WHAT is hare said refers par ticularly to ths top-side offi cials thoie who are far enough up the ladder to take a certain measure of responsibility on their own shoulders. There la no attempt her to minimize the red tap, in which official Washington is fright fully snarled, or to intimate that buck-passing has not been de veloped to a point approaching perfection for it has been. 'THE only point that is sought to be made Is that the ordi nary Citizen, quite unacquainted with the ropes, who comes her with a reasonable proposition will be able to get a courteous hesrlng in tha course ot tlma.
