TO TELL PLANS Washington, July 10. (JP) Senator Wheeler (D.. Mont.) said today that he had reason to be lieve that President Roosevelt would announce his plans about a third term before the Demo cratic national convention for mally convenes in Chicago next week. Declaring that his name would be presented to the convention unless the president announces that he will accept renomina tion. Raids Continue German air raids on Britain continued. The British said eight German planes were shot down and five persons were killed in Nazi attacks yesterday. W) The French national assembly passed tonight a bill giving the Petain government full powers to draft a new French constitu tion. The vote was 569 to 80 There were 15 abstentions. The two houses of parliament sitting as one body, thus liter ally voted themselves out of existence. They approved the Petain government's plan to France a government modeled after fascist Italy.
