Senator Wheeler (D.. Mont.) said
today that he had reason to be
lieve that President Roosevelt
would announce his plans about
a third term before the Demo
cratic national convention for

royal navy "made contact" with
the Italian ships and pursued
them In flight.
By contrast, the Italian com
munique said:
Our aviation, notwithstand
ing extremely strong anti-air
craft fire, followed the enemy
unui oarxness, striking some
of its ships with bombs of heavy
calibre."
Descriptions of the battle
under victory-flaring headlines

German air raids on Britain

eight German planes were shot
down and five persons were
killed in Nazi attacks yesterday.

the ordnance items required for

army and navy guns, bombs,
armor, bomb sights and ammunition."
Training Noed Seen.
Mentioning that congress was
considering enactment ot a sys
tem of "wlective training" to
develop "the necessaiy man
power to operate this material
and man power to fill army
non-combat needs,' Mi. Roose
velt commented but without
specifying what plan he fav
ored: "In this way we can make
certain that when thir modern
material becomes available, it
will be placed in the hands of
troops trained, seasoned, and
ready, and that replacement ma
terial can be guaranteed."
At one point Mr. Roosevelt
declared: "We fully under
stand the threat of the new
enslavement in which men may
not speak, may not listen, may
not think. As these threats be
come more numerous end their
dire meaning more clear, it
deepens the determination of
the American people to meet
them with wholly adeciuate
defense.'

passed tonight a bill giving the
Petain government full powers
to draft a new French constitu
tion. The vote was 569 to 80
There were 15 abstentions.
The two houses of parliament
sitting as one body, thus liter
ally voted themselves out of existence.
They approved the Petain
government's plan to
France a government modeled
after fascist Italy.
Members of parliament, how
ever, will hold their Jobs for sev
eral months until the new con
stitution is drafted, but they will
have little to do.
