The American Mall Line want to bring this eastbound bulk cargo to San Francisco, discharging there before proceeding to Columbia river or Puet Sound. Under the regulations of the maritime commis sion the American President Line hss a monopoly and the American Mali Line cannot bring cargo to San Francisco without the consent of the American President Line. The vaccine deteriorates rath er quickly, the department said, and much of the present stock is too old to be effective. Last year only three million of the five milllion doses that were manufactured were used, which over that is still being offered left a two-million dose carry. for sale.
