A general re-alignment In the Balkans appeared under way as Hungary and Bulgaria eyed Rumania's impending capitula tion to the Kremlin and recalled old territorial claims against Carol's kingdom. Hungary claims the province of Transylvania, once a part of the now defunct Austro-Hungar-ian empire. Bulgaria wants the Dobruja region in southeast Ru mania, bordered by the Danube river and the Black sea. Rumania has an active army estimated at 800.000 men and approximately 1,000,000 trained reserves. Italy Wants Part Meanwhile, as more English spokesmen hinted at plans for a British offensive against the axis powers, authoritative sources in Rome said Italian troops, planes and warships may take part in the projected Ger man attack on the British Isles, emulating the exploit of Caes ar's Roman Legions nearly 2,000 years ago. Authoritative reports said Germany and Italy consented to the Soviet demand on Rumania in a "dear' to pay for Russia's pressure to keep Turkey from Joining the allies and for Soviet economic aid to the axis pow ers. Russian planes bombed vil lages in Rumania's eastern pro vince of Bessarabia, dispatches said, and one Soviet plane was snot down.
