Harrey. Jr. Salem, May 24. iPl State employei. who long have wanted civil service and retirement benefits, are closer to their goal than ever before, but they still have a long, tough road ahead. A civil service initiative now la being circulated, and will be on the November ballot If 23,531 registered voters sign it. As a rule, the party in power supports civil service, while the opposition party opposes it. The simple reason for this la that the ruling party sees in civil service a chance to keep its party members on the public payroll, while the other party sees it wouldn't have a chance of filling jobs when it gets back in power. Different Now But this time it's different, because the Eprague administra tion has given no support to the civil service campaign. Members of the governor's in ner circle dislike civil service under any circumstances, feel ing that under it, parties would be unable to live. The privilege of passing out Jobs means a lot in a campaign. A local of the American fed eration of state, municipal and rounty employes, an AFL. af filiate, was organized at the capitol last week, its purpose being to promote the civil ser vice campaign. While the pur pose of most unions is to get the right to bargain collectively over wages, hours and working con ditions, it is quite obvious that the state employes couldn't ac complish anything in that direc tion. It couldn't bargain be cause the employer the legis laturehas control of funds for the employes' salaries. There would be no way to get the leg islature to come to terms. No Cains Yet The union hasn't made any gains yet, because some em ployes don't see why a union is needed to promote civil ser vice. . It may be much easier to get retirement benefits for the em ployes. The governor's commit tee to study the problem indi cated this week it may ask the legislature next January to give the employes the same benefits as those paid to private employes under the federal social security act. However, most old age pen sion groups are already oppos ing this. Their argument Is that the aged should be taken care ct before the state employes. - In the 1939 legislature, advo cates of public ownership of elec tric utilities thought that at last they had obtained a peoples' utility district law that would make PUD's more popular with the public. To counter the power com panies' argument that creation of PUD's would deprive counties (if taxes paid by the companies, the public ownership group got an amendment providing that districts pay the same taxes as the companies. And to pour cold water on the argument that districts would levy heavy property taxes o pay the operating costs of the districts, the group got an amendment permitting districts to issue bonds payable out of revenues from sale of power. They were surprised a week ago to find people are still op posed to public ownership, at least in Portland and in four other counties. Now there Is speculation as to whether the group will seek further amendments to the PUD law in the next legislature. WINTER PEAR TO MEET Will Nominate Grower Mem bers and Alternates Under Marketing Agreement A meeting of the winter pear growers of the Medford district has been called for Monday, May 27 at 4 p. m. In the audi torium of the Jackson county court house to nominate succes sors to the Initial members and alternates under the marketing agreement and order. The marketing agreement regulating shipment of Beurre D'Anjou, Beurre Bosc, Winter Nells, Doyenne Du Cornice, Beurre Easter, and Beurre Clair geau varieties of pears grown in Oregon, Washington, and California, became effective Au gust 26, 1939, for an Indefinite period, after first receiving fav orable referendum by growers and shippers. The program Includes the fol lowing major provisions: 1. Regulation of pear ship ments by minimum grades and sizes named In the agreement. 2. Provision, for changing such minimum grades and sizes after the first year of the pro gram s operation. 3. Federal-state Inspection of pears shipped interstate or in foreign commerce. The present grower member of the Medford district Is D. R. Wood; Chester Fitch Is alter nate. Purpose of the meeting is to elect two nominees for grower member and two nominees for alternate for grower member for the coming season, and the notice of the meeting declares it is of vital interest to all growers of fall and winter pears In the Medford district that they attend.
