MEDFORD, OREGON, FRIDAY, JANUARY 5, 1940. 1 ' p-- War-Torn Japanese Wonder If Conquest Is Worth Cost Bf Relman Morla Tokyo (Correspondence of the Associated Press) The Japanese government is confident that it is achieving its aims in China, but many of the Japanese people are wondering whether it is worthwhile. Japan has conquered morel than a third of China's popula tion and area, including her richest provinces and most mod ern industrial centers, and Jap anese leaders are confident of ultimate complete victory In the plan to establish " new order in East Asia." The Japanese people, how ever, worn with war, find their lot a heavy hardship for the present and they look into the future with foreboding. All Affected Ordinarily stolid and uncom plaining, the people will tell, off the record, of their sacrifices for the successes of the army has won In China. Many wonder, whether the cost is equal to the gain. There is hardly a neighbor hood, a factory, an office which has not contributed its dead to battlefields of China. There is hardly an individual who has not felt the financial load weighing more and more heavily. Many are near the breaking point. Today In Japan 15 per cent tax makes a 20-sen cup of cof fee cost 23 sen. If the bill in a restaurant reaches three yen, the customer pays more than four yen, Including taxes. Shortages are such that some products cannot be bought for any price. The gasoline ration for a taxi is two gallons a day. Medical supplies, aspirin and in sulin particularly, are below the danger point. Fuel Runs Low Fuel is low. Railway cars are not heated this winter. Of fice buildings had no heat until after Dec. 1 and then went on a ration that was half their consumption last year. Gas inspectors recently visited every home in Tokyo, sealing one burner on each kitchen range. They left the warning that gas-using water heaters might be sealed before the end of the winter. Cotton, wool, leather, metals and canned goods almost have disappeared from the market. There is a cigaret famine about every two months. When you buy a carton of cigarcts the clerk removes the individual packages and keeps the carton. "I must send it back to the factory for re-packing," he says. Official figures show an aver age increase in food costs of 130 per cent in the past 18 months, with rice up 33 per cent, fish 250 per cent and vegetables 200 per cent. Clothing costs are up an average of 280 per cent. Rents are 80 per cent higher, coal 100 per cent higher and charcoal, chief fuel for the masses, up 140 per cent. LOANWPAYS $13,000 DIVIDEND Dividends totaling over $13,000 are being distributed this week to members of the Jackson County Federal Savings and Loan association, A. P. But ler, secretary, said today. This payment represents earnings for the six month period at the annual rate of 4 percent. "Payment of this dividend Is a favorable sign," said Mr. But ler. "It not only is important to those receiving the dividends, but is assurance to all that economic progress is being sus tained in our city." Analysis of the financial re port of the association shows a substantial reduction In funds borrowed from the Federal Home Loan Bank and a satisfac tory increase of investments made by individuals. Private share investments for 1939 were twice the amount during the previous year. Reserves and un divided profits, have increased $4,700. The association has been an important factor in aiding resi dents of Medford and surround ing communities to finance their homes. Loans totaling over $144,000 were advanced during the past year, an increase of $20,000 over the previous year. Thse loans were made to fi nance sales, construction of new homes and repairs and modern izing existing homes. The Jackson County Federal Savings and Loan association Is v a member of the Federal Sav ings and Loan Insurance corpor ation, an instrumentality of the United Stales which insures sav ings of association members against loss up to $5,000. Motorists On Spot Portland, Jan. 5. MP) The police department put tardy motorists on the spot today and prepared to arrest those without 1940 license plates. Municipal Judge Julius Cohn said he would fine violators $1 this week, $2 next week and $3 all following weeks. $173 REALIZED IN BOOTH SEAL SALE Miss Helen Bullis. Jackson county chairman of the Christ mas seal sale, announced today that $173.02 had been realized from booth sales alone. The booths were located in the post office and Montgomery Ward and company. M iss Bullis a 1 so stated t ha t this year's booth amount fell slightly below that of last year. She attributed this small differ ence to the fact that last year three booths were maintained. The chairman voiced her thanks to the many women who volunteered to assist with the sales. She also said that the total amount realized from the entire sales had not been deter mined as yet because communi ties had not sent in returns. It is thought the amount would be on a par with the previous year. January 15 is the date set for all returns to be in, Miss Bullis announced. San Francisco, Jan. 3.
