A Smart rXISTRICT Attorney Dewey'i I M a pons last night struck us as The keynote was lack of public confidence in this country and the necessity of restoring it. No one can quarrel with that. The outstanding fact -in the United States today is the absence of public confidence, the crying need IS to restore it. On such an issue the American people, as a whole, stand united. BUT when It comes to outlining In definite terms, precisely WHAT should be done to bring this about, no such unanimity exists. So we think Mr. Dewey was smart not to venture into that field. He picked the chief flaw In the Roosevelt record, and concentrated upon that. a He pointed out In general terms, the change in national psychology needed to correct It, and then when the inevitable query obtruded: "But Just what would you DO, Mr, DEWEY?" The speaker stiff-armed the interrogation, reversed his field, and eluded all tacklers with this clever bit of rhetorical escape: "Until we first make up our minds, that this is our purpose (restoring prosperity through the return of public confidence) there is no use discussing particular problems." RATHER neatl And if the New York prosecutor hews to this line, and refuses to be drawn into any discussion of particular problems, our prediction is he will go far. For like the clever attorney that he is, he has picked out the weakest point in his opponent's armor, and trained all his guns on that. Then by refusing to outline what he would do under similar circumstances to avoid a similar catastrophe, any enemy counter attack is spiked. In other words as long as this strategy is maintained, the Democrats will be constantly on the defensive, and the Republi cans will be just as constantly off it, which is a tremendous advantage in any fight, particularly a political fight. And furthermore, observe how skillfully the young Republican aspirant has eluded the inevitable counter jab, that in opposing the Roosevelt administration and urging the return of prosperity through the restoration of public confidence, he represents a sordid materialism which would have no concern for the aged, the hungry and the dispossessed. We quote: Here Is the final answer to 'the defeatism of the New Deal. All history proves It Is wrong. Our own eyes and our own brains tell us It Is wrong. And because Its basic theory Is wrong, It has done only half Its Job, It la a duty of national government to perform Its social obligations, I believe this administration has sincerely attempted to fulfill those obliga tions. But that Is only half the Job. The other half Is to maintain, to encourage the economic system which supporta the government and makes performance ot social obligations possible. Society haa a permanent, deep-rooted obligation to its aged, lta blind, lta sick. It unemployed. But Is Is not enough to say no one shall starve. It Is a cruel Illusion to pass laws which are a mere promise without also taking measures necessary to the fulfillment of that promise. The preaent administration has thought It well enough to make the promise, leaving the ' performance to come from the savings of the last generation, achieved under Republican administrations, and mortgaging the earnings of the next generation, which will also be under ' , Republican administrations. Our obligation and I say ours because the Democratic administration has failed Is to start producing the goods and earning the money so that those promises can be fulfilled. Our first task Is to sweep away the obstacles to that fulfill ment. There Is only one source of real money In any free country and that Is private enterprise, the enterprise of tha farmer, the worker, and the business man. It Is our first, our primary task, to create the conditions under which this enter prise can go to work. So In view of that declaration it will be rather difficult to sustain the time-honored contention that the G. O. P. would restore good times, by sacrificing human rights to property rights granting special favors to common folk scramble for the crumbs. Anticipating such a thrust, the wily District Attorney, parries it in advance, by pointing to the quite obvious truth, that the first essential to federal aid in any direction, is a cash balance in the bank. Yes, a very smart speech. And we feel young Mr. Dewey, is not only entitled to congratulations, on his maiden effort, but also entitled at the very least to share the sentiments of that famous optimist, who falling from the Empire State building remarked as he sped past the 16th story: "Well everything's O.K. thus farl" Facing the Facts MR. DeWitt MacKenzie, military expert of the Associated Press rejoices over the fact Italy has sent a score of planes to aid Finland nj.a'nst Russia. He thinks this an excellent augury, that Mussolini will cast his lot with the allies soon, against Ger many and Russia. It does look that way. And it seems to this department, that such action would close another door in a tightening blockade, that should hasten German collapse. BUT there is another side to this picture, and we see no point in allowing our sympathies with the allies, to obscure it. It's the side this department doesn't like and hasn't l'ked from the first, namely: The side that shows Russia and Germany joining not only in a non-aggression, but an offensive and defensive military alliance. For every aid, military or otherwise now given Finland against Russia, renders such an alliance more likely; alienates Russia from the rest of the world, throws her into the arms of Germany WE favor, every decent, right thinking human being favors extending to gallant and outnumbered Finland, every EFFECTIVE aid that CAN be given, and at the earliest possible moment. But with such aid, we see no point In kidding ourselves, hope of keeping Russia a neutral in this war, as for as the allies are concerned, steadily declines. And practically all hope of preventing a Russo-German mili tary alliance, if one does not already exist declines with It From the standpoint of ending this war with a German defeat and ending It SOON, this side more discouraging than the other Snake Invasion Reported Bonaparte, la. SCURVY STILL A When the food is practically devoid of vitamin C (now chem ically identified as cevitamic acid) well marked scurvy de velops in two weeks in guinea pigs in two or three months in man, "Before we left the shore floe," writes that excellent ob server Vilhjalmer Stefansson in The Friendly Arctic (Macmillan, 1025 )"Charlie had complained of illness. On getting up sud denly he felt dizzy and some times collapsed. In general he was disinclined to all exertion, depressed with all sorts of gloomy forebodings, and his strength was noticeably less. These were the symptoms of scurvy and I asked to see his teeth and gums. The gums were swollen and purple and the teeth were slightly loose. There was a dull ache in the arch of the teeth and the gums bled freely." Stefansson could not under stand why scurvy developed for he believed Charlie had been eating some fresh meat right along, and in his experience fresh meat (ovibos) had always proved sufficient to prevent scurvy. Later he discovered that Charlie had for some time eaten only groceries and a little dried ovibos meat, and when they were lucky enough to kill some caribou and get fresh meat, Charlie recovered in three or four days sufficiently to resume travel over the ice. The scurvy which menaced sailors in the old days of sailing ships was prevented or cured, they knew from experience, by lime juice (what they called limes were probably what we now call lemons), by potato, onion, any fresh fruit or vege table not too long preserved or too much dried. Today in the rare circumstance that one may be unable to pro cure any kind of fresh food, a few ounces of tomato juice from a can will prevent scurvy. To mato juice, fresh or commercial ly canned, is now widely used as a source of vitamin C, prac tically equivalent or orange juice, in infant feeding. Toma to or tomato juice home canned is less valuable for this purpose, because vitamin C is destroyed by heating or cooking unless air (oxygen) is excluded as it is in commercial canning. Moderate scurvy is far more common than is generally recog nized. If the diet is poor in vit amin C, as many diets are in the northern part of the country, in the winter season, the mild scurvy that may develop in the course of the winter is thus de scribed by Plimmer, English nu The Capital Parade By Joseph Alsop and Robert Kintner Released by The North American Newspaper Alliance, Inc. Most of the mon ey is expected to come from long-mooted increases in middle brocket personol income taxes, and from excess profits taxes based on a supposedly revolu tionary new formula. The pro gram will, of course, be present ed r.s a way of paying for na tional defense. Work on the program actually began some time ago. These symptoms are a sallow, muddy complexion, loss of energy, fleeting pains in joints and limbs, especially in the legs, usually mistaken for rheumatism. So-called reuma tism in infants and young chil dren has often been proved to be due to insufficient vitamin C, and is really scurvy " In young infants the chief signs of slight scurvy are failure to gain weight and pevishness, irritability, restlessness. Apples are a pretty good source of vitamin C, Baldwins being about 6 times richer in C than Delicious, but on storage in a cellar apples steadily lose their C content so that in the course of eight or nine months they are nearly devoid of the vitamin; in cold storage they lose vitamin C potency less rapidly about one fourth in six months. QUESTIONS AND ANSWERS Distilled Water and Sterile Water Please tell me If sterile water means distilled water. How or where can one get distilled water? Is It better to drink distilled water or sterile water? (Miss M. W.) Answer Sterile means germ-free. To sterilize any water you merely boll It for 15 minutes on each of three successive days. Distilled water Is any water that has been con verted Into steam, and condensed again to liquid distillation purifies the water of mineral , matter held lnsolutlon. Ordinarily neither Is ad visable for drinking plain tap water la healthful drinking water, unless your local health department advises boning It to make It safe to drink. Paul achievement hardly seems consistent with his present position. A member of the Wall street firm of Lord, Day and Lord, he haa one of the -largest tax practices In the country. Among hla clients are the Standard Oil company and numerous other firms which may be expected to dislike excess profits taxes. At the samo time, he Is a crony of Jerome Prank, Leon Henderson and several more new dealers, and he Is regarded as a leading author ity on tax theory. It Is not known Just how he and his memorandum got their entree at the White House, but it seema virtually certain that the door was opened by some mem ber of the new deal crowd. Aa so frequently happens, the tax situation haa lately been rathet mystirying. Now, however, the events leading up to the new tax program can be fitted together Into a reas onably coherent history. The first full dress tax talk be tween the president and his treasury aides occurred on November 8. Just before Secretary Morgenthau left for hla short vacation. Morgenthau and Hanes were received by the presi dent at the White House, and dis cussed with him their tdeas for iron 1 rug out various annoying In equities in the tax system. Ident brought up the question of additional taxation to meet the cost of national defense. Morgenthau was not averse to taxation and munitions profits, but the president's proposal was left hanging. Morsenthau stayed over November B In order to settle the matter, since Hanes was about to discuss tax mat ters with the bouse tat leaders. They asked the president for Instructions, and he told them to mention only their own minor tax revisions, but to add that no program was ready as yet. This led to the treasury's conviction that uo tax program would be forthcoming, which, It may be assumed, waa gratifying to Hanes, who Is Inclined to fear additional taxes as a possible business deterrent. Then followed several Incidents Indicating uncertainty, auch aa the speech calling for new taxes delivered at St. Louis by Chairman Marrlner S. Eocies, of the federal reserve board. Hanes" answering rebuke to Eccles, and the president's Warm Springs statement that "the people must decide" whether to borrow or tax for national defense. At some time during this period, Randolph Paul and his memorandum were In troduced to the president. The pres. Ident, who personally hankered for a tax program, was captivated by Paul's weighty presentation. On his return from vacation, Mor genthau was Informed of the presi dent's change of mind. Because of his feeling about munitions profits, and because he thinks taxation can be used to maintain a normal econ omy despite the war boom. Morgen thau offered no opposition to the president's desire. A copy of the Paul memorandum waa presented to him on November 27. Immediately there after, he asked Paul to Join the treasury tax conferees, and the work began as above-mentioned, since Hanes went vacationing a few days after his chief's return, final de cisions will probably be delayed for at least another fortnight. The treasury findings are likely to be ready for the president around Christmas time. Possibly Paul's forty-slx points may not turn out to be adequate revenue producers. Poeslbly business reaction to excess profits taxes, and the threat to the nascent business boom, may change the president's mind again. Meanwhile, if the tax story has a moral. It Is that nothing Is predictable in Franklin Roosevelt's Washington. In The DayY News By Frank Jenkins TTHE Russian war machine, judged by its record in Fin land, isn't as good as it is big. There are reports of Russian of ficers shooting their own men in the back in order to force them forward against the Finns. Still, DON'T expect Finland to win short of a miracle. It isn't often that a good little man licks an EXCEEDINGLY BIG bad man. It ought to be otherwise, of course, but unfortunately It isn't. IF, HOWEVER Russia con- tinues to make a bad show ing against little Finland, look for changes in the present inter national line-up. Russia's influence in world affairs is BASED ON FEAR, and if it develops that she isn't as much to be feared as has been supposed her influence will de cline sharply. JAPAN, for example, is dicker- ing with Russia not because she loves her but because she fears her. If it begins to appear that Russia isn't greatly to be feared, Japan will change her tone. It is at least worth noting that NO FIGHTING OF ANY CONSEQUENCE is taking place on any other front. That seems to indicate that the other fight ers are holding their punches while they size up Russia. MEANWHILE,' watch Musso. lini.. What he does in the next few days (or weeks), will be a pretty sure sign of what he thinks of Russia's might Mussolini wants AND NEEDS to pick a winner. Thus another racketeer gets at least part of what is coming to him. IF ALL tTierackets, of every kind, big and little, could be cleaned up and the money they take from the public in one way and another could be de voted to paying off the national debt, it wouldn't take long to get the United States treasury out of the red.
