The association, considering principally th problems of pub lic welfare and taxation, asked for a report by October 1, 1940, to enable organization of mate rial for the next legislature ses sion. Despite the protest of several delegates, the resolution recom mended consideration of a sales tax and gross income tax. Other Tax Matters Another resolution instructed the legislative committee to con fer with the tax commission for legislation moving up the delin quent date of personal income taxes. Sheriff Martin Pratt, of Multnomah countv. said the de- linauencv did not occur until ! about 18 months after the assess ment. The convention also urged transfer of the property tax as sessment date from March 1 to January 1. The collection date would fall not later than Novem ber 15 of the same year. Under existing regulations the assess ment is made in one year and the due date falls in March of the following year. An executive committee will AL G-MEN STAND GUARD Baltimore, Nov. 17. (fP) Broken, flabby and ailing, "Scar face" Al Capone stared vacantly at the ceiling of a S30-per-diem hospital suite today, free of prison cells in which he lived for seven years, but sentenced now to a lingering brain disease. Outside the one-time Chicago gang czar's room sat a male or derly and a nurse. In or near the hospital were three federal agents, assigned by Attorney General Murphy to keep the fallen vice emperor under sur veillance because, Murphy said, "certain things have come to our attention." Whether the agents were to guard Capone from himself or from possible ganglaDd reprisals was not made clear. The gangster chief came here secretly yesterday from the fed eral prison at Lewisburg, Pa., and entered the general hospital as the patient of Dr. Joseph L. Moore, former director of the syphilis division of the Johns Hopkins medical clinic. H-O Oats Loaf S cups H-O (quick) oat 3 cups canned tomatoes 14 teaspoons salt 3 tablespoons butter a tablespoons minced on ton 3 tablespoons minced green pepper 4 slices of bacon Melt butter and cook onion and green pepper until the onion la a light yellow. Thoroughly mix the H-O. tomatoes and salt and add the onions and peppers. Put two slices of bacon In bottom of greased lost tin and pour In mixture. Top with the remaining two slices of bacon and bake in moderate oven. 350 . 50 to 80 minutes. Serve hot or cold.
