P) While American ship operators icanned the world for new out let or their vessels, one of them foresaw the loss of $40, 000,000 annually in export ship ping and some predicted sky rocketing of freight rates as they studied tonight President Roosevelt s "combat zone pro' clamation barring them from European ports on the Atlantic Thousands of tons of freight began to pile up on wharves In New York and other ports as many vessels effected by the edict remained fast at their piers.' Added to normal freight was the beginning of millions of dollars worth of American war implements released by re peal of the embargo and sold or for sale to belligerents on the new cash-and-carry basis While some shipping men saw complete or near-complete stoppage of their operations, others discussed the possibility of shifting their ships into the South American and South Afri can trade to take the place of British and French vessels which they believe now will be pressed into service by their nations to carry munitions and other supplies. Victor J. Sudman, president of -the Black Dlnmond steam ship line, operating to Rotter dam and Antwerp, contemplated chartering foreign flag ships of ncuftrnl nations, as a means of shipping cargoes to Europe. (AP) Public utilities and utility services have been given an assessed valua tion for 1939 of $158,637,294.35. a decrease of $290,893.42 or .183 per cent, from the 1938 valua tion, the stale tax commission announced today. Total assessed valuation of the state with the utilities in cluded amounts to $898,963,- 869.85 as compared with $900,- 721,213.06 for 1938, according to a compilation of utility valu ations and summaries filed with the commission by local assessors. New York, Nov. 4. (JP) Air- crafts dominated the stock mar ket today in a whirlwind ses sion which closed with prices slightly lower. An early boomlct which saw some blocks of more than 10, 000 aviation . shares change hands failed to attract a fol lowing and other stocks were logy throughout. The short day ended with a volume of 1,423,620 shares, con stituting the second largest total of the week, and the biggest trading Saturday since Septem ber 9. Last Saturday's trade was 481,670 shares. The stocks of six aviation companies hit historic peaks in the first hour, then power-dived as traders snatched profits. Later buying orders lifted most of the issues from their lows but, still, a few closed off from their Friday finals. Wall street observers attrib uted the sell-off of the aviations to the fact that many traders were uneasy over the market's "one-sided" leadership. The Associated Press com posite of 60 stocks .ended down .1 of a point at 52.7. By the Associated Press. Shipping losses of the Eu ropean war rose to at least 110 yesterday (Saturday) as the ninth week of the conflict closed with the generally accepted opinion that Germany would in tensify her U-boat campaign to offset the sale of American war materials to England and France. Nazi sources hinted that they might Introduce unrestricted submarine warfare as in early 1917 in the World war to pre vent millions of dollars worth of planes and arms from reach ing their foes. U-boats have been compara tively Inactive for the past few days and observers assumed that they were refueling and reload ing torpedoes, preparatory to another foray in the Atlantic. The ninth week produced re ports of 12 sinkings five Brit ish, four neutrals, one French and two German ships which were scuttled by their crews to prevent capture.
