Sales of electrical appliances in Tennessee during the next 12 months are expected to total millions of dollars as more con sumers contract for cheap Ten nessee Valley Authority power through the state. PLAN OFFENSIVE Boom Expected Chattanooga, Tcnn. (UP) UI1ULIA Efforts Expected to Create Many New Districts in Oregon by Next Summer By Paul W. Harvey, Jr. Salem, Oct. 27. (AP) Public power advocates, spurred by the new people's utility district law and by the sight of Bon neville transmission lines pene trating into Oregon, are launch ing a general offensive that they hope will result in the creation of many PUD s by next sum mer. They hope to have elections next May in several counties, including Multnomah, Marion, Clackamas, Benton and several northwest Oregon counties. Lane county, with Eugene ex cluded, will vote early in De cember. Situation Changed Most of the counties in which elections are likely already have voted overwhelmingly against PUD'S. The power companies say this was caused largely by their arguments that formation of PUD'S would take large amounts of utility property off the tax rolls and that property owners in the districts would be subject to assessment to pay for PUD bonds If the districts failed to make any money. But this is all changed now, and the power companies know It. A 1939 law provides that districts shall pay the same taxes as private utilities, and that bonds may be pnid out of revenue earned by the districts. This blasts the power company arguments, but the companies assert that the taxation pro vision will make It impossible for districts to peddle power any cheaper than the utilities now do. Point To Eugene The public power proponents, however, think the new law will help them In their sales arguments. They point also to the city of Eugene's average rate of 1.68 cents a kilowatt hour, one of the lowest in the nation. The average rates for Oregon and the United States are 2.73 and 4.23 cents, re pectively. They claim the Eugene rate could be established In almost any PUD. The companies, how ever, contend that the Eugene rate Is low because the market Is concentrated in s small area. There now are only three ac tive PUD's in the state. These are In Hood River county and northern Wasco county, both of which were voted last summer, and in Tillamook county, voted six years ago but which never has operated. Utilitios Pay Big Tax Public Utilities Commissioner Ormond R. Bonn's utility re port tilts week showed how in dustry carries much of the power load and thus enables residential consumers to have smaller light bills. Of the 1,000,000,000 kilowatt hours sold last year In Oregon, 60 percent was bought by com mercial and Industrial consum ers while only 30 percent was used by residential and rural consumers. The power companies had a net operating Income of $7,040, BR1 during the year, and paid $3,374,863 In taxes, or 16 per cent of all their gross revenues.
