PAGE TWO MEDFORD MAIL TRIBUXE. MEDFORD. OREGON. TUESDAY. OCTOBER 17. 1939. E TARIFF HEARING Reduction in Ten Cent Tariff Would Injure Domestic Industry Is Testimony Washington, Oct. 17. AP Additional congressional opposi tion to the granting of tariff con cessions on agricultural products from Argentina was voiced today at a hearing on a proposed trade treaty between the United States and the South American re public. Urging no reduction be made In the tariff of 10 cents a pound on turkeys, Representative Rob ertson (D-Va.) told the commit tee for reciprocity information the United States would have an Immense crop of 32,000,000 of! the birds this year. Would Hurt Farmers Senator Byrd (D-Va.) said that while he had been an ardent iupportcr of the trade agreement program, he felt Argentina should not be permitted to send turkeys into this country and in jure the domestic industry. Robertson said he also had upported the trade agreement program and added, "but cer tainly there was no intention on the part of any one who sup ported this program to injure farmers." "Ten cent dressed Argentine turkeys could go to every mar ket," Robertson said, "and would drive down the prices of Amer ican turkeys which must be sold promptly." j He said the Argentine turkeys were Inferior, but a small ship-' ment would depress the whole market. I Principle Periled Senator Schwellcnbach (D- i .Wash.) told the committee he be lieved In and supported the reci procal trade agreement policy of the government, but was anxious the law be administered so as not to arouse antagonism of a great percentage of the nation. "The members of this commit tee must realize," he said, "that If the 23 percent of our popula tion engaged in agriculture and the additional 15 per cent di rectly dependent upon ngrlcul-' ture become too antagonistic against the method of adminls-! tratlon of this law. the contfress will eventually terminate the law and the whole principle of reciprocal trade will be for feited." 10 OF Philadelphia, Oct. 17. (AP) Tlans to train 500 new Amer ican surgeons each year, to give the average Income man the highly skilled surgery which has belonged largely to the rich and the indigent, were an nounced by the American Col lege of Surgeons today. ' The plan is a three-year sys tem of super-training in sur gery which It Is hoped will ulti mately raise the crop of com pletely trained new surgeons yearly to COO or more and spread them Into the rural dis tricts Instead of having only enough to concentrate In the cities. The college announced the names of 3K1 hospitals. Includ ing five In Canada, which have been approved for this kind of training. The move sets up an official medical standard in sur gery, to replace voluntary train ing methods of the past which produced many surgerical super men but at the same time others who were not fully trained. Three years study of surgical training problems preceded to day's selection of the 3R1 In stitutions. This list Is not fixed and it is expected to grow as the idea of better-trained sur geons spreads. Geneva, Oct. 17. Speaking to a Spokane din ner club, Mann added "Hitler is not going to win this war, and ho knows it." "Otherwise, why should he be so anxious 'for acceptance of his so-called peace pro posals. Hitler is not only a madman, but a madman in de spair. "The Soviet Russian-German pact," he added, "may be historically significant, but for Hitler It was the beginning of the end. (AP) The stock market's war infants leaped from their cradles today and put on a rallying sprint of 1 to more than 4 points. The list got off to a quiet start, but bidders for steels, air crafts, rails and specialties soon became insistent and quotations and volume mounted. Turnover of around 1,800,000 shares was the largest in about three weeks. Helping pull the market out of the doldrums, where It has beon since the first of the month, brokers said, were the latest news despatches telling of Nazi air raids on Scotland and the British naval base at Scapa Flow, together with the onslaught of reich troops on French positions. All of this added up, apparently, to revive the idea among specu lative forces that the recently so-called "unreal" overseas con flict had now become "real."
