"My Information from Mr. Ross Is that the rates will be adjustable up ward aa far aa 300 per cent at any time and In any place so aa to pro vide for estimated requirements," the executive said. '-The rates seem logically arranged In a flexible way to meet all the different operating conditions that would be encountered In various Mo tions, as well ss varying amounts of bonded debt. "This flexibility Is unavoidable as revenue bonds csnnot be sold with out a guarantee to maintain ade quate rates to coyer them. "The actual price to the consumer , , . will depend upon how much of the 300 per cent leeway will have to be aplled to this basic schedule to take care of operating costs, which will vary according to management, and bond chargea, which will depend upon prices paid for the properties and other conditions."
