Clo.li time lot ni Late to Clas SU) Au u (i o Get All The Facts rilS paper is interested only in the FAGTS regarding the city bond election on Wednesday, For we are certain if the people have the facts, ALL the facts they will from the standpoint of plain self interest vote for these bonds. Certainly as we see it only those who don't understand the proposal, haven't all the facts, could vote against them. ' . For it is something unusual in our municipal life to have an opportunity to have on outside source, in' this case the federal government, contribute nearly $60,000 in bard cash to give us a greatly needed civic improvement. ' Not often in the past has Medford had the pleasure of being offered such an amount of money, on a silver platter. And if advantage is not taken of this offer three days hence, it will be gone forever, or at least as far as the present pump prim ing program is concerned. . . ON Friday we corrected the false report that if this $711,500 bond issue is authorized, it imposes a tax without limita tion, or will be in any sense different from any of the other general obligation bonds, of the city. We trust therefore no one will go to the polls on Wednesday and vote against the bonds under this misapprehension. These bonds if passed, will obligate the city for the $73,500 with interest only, and when that amount is paid, the entire, issue will be wiped out. In no essential do these bonds differ from any other general obligation bonds. NOW we are informed that if this bond issue is authorized, such authorization will not cancel the two-mill tax levy formerly imposed for this road reconstruction, and therefore, the circulators of this second "alarum" intimate that this levy WILL be imposed, even though the bond issue is authorized. There is no more truth in this, than in the other canard. Obviously the two-mill levy could not be repealed or SHOULD not be, until the bond issue has been authorized. For if the bond issue should be voted down, and the two mill levy repealed at the same time, no funds would be availuble to carry on to completion the paving program which has already started. . Mayor Furnas and the members of the City Council have publicly gone on rejord, and the resolution to that effect spread upon the minutes, that if this bond issue is authorized, the two-mill levy will be repealed, at the earliest possible moment. Certainly no sane person can believe, that this pledge will not be carried out. The members of the council and the Mayor in fact, were as loath as any tax payers could be, to increase the bonded in debtedness of Medford by one .thin dime, but they decideil, and decided correctly, that such an opportunity as the now federal pump priming program offered, should not be pussed by, that really they had NO RIGHT to deny the people the opportunity to secure this gift of nearly $60,000, if they ,o desired. ' IF the people of Medford don't waut this gift, it will certainly A be perfectly OUeh with the members of the city government as it will be with this newspaper. It is a matter for the people to decide, and the people only. But they should decide it in the light of ALL the facts,' with a clear understanding of EVERYTHING) involved, and not under sueh misapprehensions and vine," is trying to produce at the 11th hour. IMMUNITY AOAIN In Prance there are 3.000 deaths annually from diphtheria and about 30,000 cases of the disease annually. For years It has been obliga tory tor French soldiers to be Im munized against diphtheria with toxoid,- which Is called anatoxlu In France. Not long ago the lower house of the French legislature pass ed a bill extend ing . such com pulsory Immunization (it Is Inaccur ate to call It vaccination) to all children during the second or third year. Early In June of this year the French senate passed a similar b(U, so that Immunisation against diph theria is now compulsory in France. Parents or guardians are made re sponsible for having all children Im munized. No child can be admitted to school without a certificate show ing that this law has been compiled with. On publication of the new law In early June notice was given that all children up to the age of 14 who had not been Immunized must be Immunized as soon as possible. ' The immunization! with toxoid will be carried out entirely at gov ernment expense. The French gov ernment regards this as an econom ical policy, believing that the outlay will be amply compensated by & marked reduction In the present sick rate of 30,000 cases a year and the death rate of 3,000 cases a year from diphtheria. They do some things better abroad It never occurs to the United States government or to the Domin ion government or to tho various state or ' provincial governments to assume all the cost ot producing vac cine, antitoxin, Pasteur virus, toxin antitoxin or toxoid and all the cost of protecting citizens with these agents. Answer Until someone discovers a germ or other cause of rabies, there can be no scientific proof of such a disease. I can only give my earnest conviction that rabies does not occur in manj I bellove the cause of death In some cases the health department oracle designates as rabies Is actu ally tetanus, (lock Jaw) which gains entrance through the bite or scratch Just as that or any other Infection may gain entrance through any wound, scratch or puncture. But my opinion Is shared by few physicians, I fear; you will find the great ma jority of physicians still believe in human rabies even in so-called Pas teur treatment (homeopathic doses of the spinal cord of an animal pre sumably dead of rabies). Saxon's first book is the "New Or leans City Guide," a magnificent piece of work that begins with the days of LaSatle and ends with pres ent New Orleans. His second, well underway, is a guide to Louisiana, doing for the state as a whole what the first has done for this city. A. third will deal with folklore In Louisiana, and the fourth takes up the history of tbf Negro from the time he was chained in the hold of slave ships to the pres ent day. This represents exhaustive research and, as Saxon tells you, "All of my previous books took so long that of ten I was months on end doing re search before the actual writing go', underway, With 'LaFitte the Pirate, for Instance, I was a whole year ac cumulating data before a line was set down on paper." But when Lyle was writing that book, and "Fabulous New Orleans," and "Father Mississippi," to name n few, he was doing all the work him self. Now he has a staff of 85 doing the heavy chores. He thinks the con siderable sum In money sacrificed by this assignment wil amply be repaid him when this accumulated data comes under his hand. Lyle Saxon Is an amiable, easy- go tng, big, gray-haired, 46-year-old fel low with a talent for conversation and a fine appreclattcn of were wolves, ghosts, witches, eccentric? and pirates. He makes his home at the St. Charles hotel and counts among his friends William Faulkner. Carl Cramer and his wife (the former Betty Black of New Orleans), Sher wood Anderson Roark Bradford, aiul many others. As for pleas ant surprises, there have been two within the year, things that pleased htm very much. One was when Cecil B. DeMllle bought his baok "LaFttU the Pirate" and made It into "The Buccaneer." The second was when Pare Lorena produced the film "Thr River," and then told everybody tbat of all books written on the Mississip pi, the two which seemed most au thoritative to him were "Life On th.
