The report that Oovernor Martin had the state pay $45 for his per sonal Christmas cards and 9200 for a plaque to be awarded each year to the winning reserve officers corps at Oregon State college and the Univer sity of Oregon was admitted by 4-ne governor, who said it was "state business." A political advisor to the gover nor said that this charge was "fod der Inspired by Republicans who want Hess nominated, because the Republicans think Hess would be easier to beat In the general elec tion." It was noted that Martin and State Treasurer Rufus C. Hoi man, Republican candidate for U. S. sen ator, endorsed the voucher for the cords, but Secretary of State Enrl Sncll, Republican candidate for re nomination, did not do so. Bnell said he couldn't remember, but he. thought ho was out of the city at the time the voucher was to be signed. The voucher for the plaque did not have to be endorsed by anyone, since the funds came out of the governor's "special Investigations" fund.
