The rate for each tax levied under title VIII is 1 per cent of the wages for years 1937, 1938 and 1939. The Income tax on the wages of the em ploye la withheld by the employer Title IX Imposes an excise tax on employers df eight or more for un employment compensation. Diplomatic quarters reported that the Soviet union demanded abandon ment of the entire Spanish non-in tervention scheme in a note to Lord Plymouth, chairman of the 27-nation non-intervention committee. The move would permit shipment of arms and volunteers to Spain.
