L AFTER CHANGES Amendment to Permit Mini mum Pay No Higher Than 40 Cents and 40-Hour Maximum Week Favored WASHINGTON, July 8. (AP) The ac-tute labor committee approved an amended Black -Con nery wage and hour bill today. The amendment would permit an administrative beard to ft minimum wages no higher higher than 40 cents an hour and a maximum work week of not lesa than 40 hours. The committee voted to strike from the original bill a provision permit ting a proposed labor standards board to fix "fair" wages and hours above the level at which collective bargaining was deemed inadequate. Had Opposition It was this provision to which many spokesmen for Industry object ad most strenuously. John h. Lewis, chairman of the Committee for In dustrial Organization, also had op posed It. The original administration bill would have defined a minimum 'non oppressive" wage and a maximum nonopresslve" work week but the labor standards board would have been directed to vary these upward or downward to meet special condi tions. Terms of the bill approved by the committee would give the board power to fix the minimum wage and maximum work week for each Indus- j try, but the board could not require any industry to pay more than 40 cents an hour or to employ men lesa than 40 hours a week. No restric tions were pitted on how low a wage or long a work week the board might establish. This was omitted. Inform ed sources said, at the request of "or ganized labor." None Exempted The new bill would not exempt any Industry on account of size. Agri cultural workers would be specifi cally exempted. Also exempted from regulation would be all industries where col lective bargaining had estsbllshed standard! higher than those fixed In the bill. Chairman Black (D. Ala.) said the bill's requirements on minimum wages would prevent the board from fixing mtnlmums below the prevail ing rate In the affected community. No wage and hour standards would be fixed except after a hearing Prohibitions against "oppressive" labor practices, such aa espionage and strike bresklng, were stricken from the bill. Black said the com mittee felt those subjects could be dealt with through the Wagner act.
