Increase In brokerage costs and a reduced volume of trading, a special committee of the New York stock ex change recommended today an In crease In brokers' commission, basing the commission rate on the total j value of a transaction In dollars. In- 1 stead of on the value of shares. The board of governors of the ex change referred the recommendation to Ita law committee. In submitting the recommenda tion. Edward A. Pierce of the broker age house of E. A. Pierce & Com pany, chairman of the committee, wrote: "There can be no doubt now that a broker's costa have increased heav ily and much of the Increase Is quite beyond hia control as for instance i expense Incurred to meet direct re quirements of federal and state gov ernments. When the 1936 cost of these requirements to one house alone exceeds, as it does, 9150,000, with the prospect of an increase In succeeding years under statutory re quirements, the burden of the Im post on commission houses generally is Impressive." The proposed new commissions are: On transactions amounting to less than 9100, the commission shall be 6 percent of the amount involved, but not less than 91. On transactions amounting to 9100 and not more than 81.000, th rate shall be 85 plus 1 percent of the amount involved. On transactions amounting to more than 91.000, the rate shall be 918 plus .1 of 1 percent 'of the amount involved. The rato would be 96 for a 9100 transaction. Increasing 91 hundred to 918 commission for a 91.000 trans action. Starting at a 91,000 trans action, the rate would be 916.10. with an Increase of 910 a hundred dol lars to 917 for a 92.000 transaction and so on up to a commission of 938 for a 920,000 transaction.
