AP) Roosevelt's relief meu& to congress To the oonffret of ths Unltd States: In my budget mess&gs of January t, 1037, I Hid that I would transmit a-t a lrr date n tlmt of ap propriation for work relief for the fiscal year 1938. In connection with thta estimate It la destrbsls to rTlew our present fiscal 1 tuition. Budget estimates mads last Decem ber Indicated a net deficit for the current fiscal year of 3,348.000,000. They also Indicated a net surplus for .th fiscal year 1938 of 81.537,000.000. wtelusive of any provision for a work relief appropriation. New Factors Appear On the basis of these estimates, therefore, an appropriation for work relief for the fiscal year 1938 of any sum less than 81.637.000,000 would have left at the end of that year a budget In balance. Sine then, however, new factors have so altered the flscsl situation as to make It necessary to present revised estimates of receipts snd ex penditures. There Is attached to this message a statement showing the present estimates for the fiscal years 1937 and 1938 as compared with the estimates In my budget message. A glanoe at this ststement will show that the principal factor Is the de cline In tax receipts below our prev ious expectations. Fiscal Year 1987 The analysis of returns received In March 1937 under the new tax law Indicates that Income taxes will pro duce 83Q7.3O0.0O0 less than the form er estimate for the fiscal year 1037. The receipts for the first nine months of this fiscal year Indicate that other revenues will be 8337,000,000 less than the estimate, which is due In large part to the obstruction of col lections by numerous lawsuits against the government. In view of the reduction In revenue It became apparent that every effort should be made to offset this loss as fsr as possible by a reduction In expend mires. To this end I hava di rected the heads of various govern ment activities to matte a careful examination of their expenditure re quirements for the lsst three months of the present flscsl year with a view to making aubitsntlal savings by eliminating or deferring all expendi tures not absolutely necessary dur ing this period, the money so saved to revert to the treasury. Informa tion thus far available Indicates that the 1937 expenditures will probably be 8390,000.000 below the estimate of Jsot January. The amount of the net deficit for the fiscal year 1037 Is therefore esti mated at 83.897.000,000. an Increase of 8309,000,000 over the January esti mate. Fiscal Year 1938 For the fiscal year 193B It Is now believed that receipts will be 8387, 600,000 less than was anticipated last January, the reduction of 8410,000, 000 In the estimate of Income taxes being slightly offset by Increases In other receipts. Pending the enactment of the 1938 appropriation bills It has been Im possible to make any material revis ion of the estimates of expenditures for that fiscal year, other than for recovery and relief. The revised estimates of receipts snd expenditures for the flscsl .r 1938 sa here presented Indicate an estimated net deficit of 8418,000,000. There Is Included In the estimates of expenditures the 81.600,000.000 for work relief hereinafter recommended. I propose to use every means at my command to eliminate this deficit during the coming fiscal yesr. 1 ex pect to accomplish this by tnktng definite action a the beginning of the next fiscal year, (1) to withhold from apportionment for expenditure Insofar as possible with due. regard to proper functioning of the exec utive departments and agencies a substantia) percentage of the funds available for that year, and (3) to Increase the receipts of the treasury through the liquidation of assets of certain of the emergency agenclea. X regard it a extremely Important that we should achieve a balance of actual Income and outgo for the fis cal year 1938. and I appeal to you to Join me In a determined effort to bring about that result. What I hsve said Is predlcsted on two highly important conditions. The first is the extension of existing taxes which expire this yesr. The second Is the maintenance of appropriations made at this session within the total of the budget estimates. An Increase In approprtsttons would of course nullify our efforts to prevent a def icit In 1938. And while I recognlre many op portunities to Improve social and economic conditions through federal action. I m convinced that the suc cess of our whole progrsm and the permanent security of our people de mand that we adjust all expendi tures within the limits of my bud get estimate. In other words, If new legislstlon Imposes any substsntial Increase In expenditures either In the ex pansion of existing or the crea tion of new sctlvltles, It becomes a matter of sound policy slmul- -taneoualy to provide new revenue sufficient to meet the sddltlonal -cost." Bills being pressed for enactment during the present session would commit the government to esrly ex penditures of more than 86.000,000. 000. About 83.000,000.000 of these authorizations are for the construc tion of additional publlo works, even though there are existing authoriza tion of almost 83 000.000,000 for this purpose. In the budget for the past three years I have set up a progrsm for general public works and . have often ssld that such a program should be kept within the limit of 8600,000,000 a yesr. An annual pro grsm of, this size should meet nor mal needs for highway, flood con trol, rivers and harbors, reclamation, federal buildings, and other public works. I recognize the need for flood pre vention and control, but It should be realized that to finance such large Immediate expenditures as sre contemplated by the majority of the flood control bills now pending in the congress would Impose an un Justlflsble burden upon the federal treasury. Bills involving additional authori zation of more than 8500,000,000 for highways have been Introduced de spite the fact that expenditures for this purpose during the lsst four years hsye 'exceeded one billion dol lars and that there are existing au thorizations for expenditures during the next two years of nearly 8450,- ooo.ooo. The maintenance of a sound fis cal policy requires the careful plan ning of authorlratlons as well as sp proprlatlons. It is Impossible to maintain the proper balsnce be tween revenues and expenditures un less restraint la exercised with re spect to authorizations and appro priations. It Is a matter of concern to you and to me who are wording for s balanced budget that so many speclftl groups exert the strongest pressure to bring about Increases in government expenditures. They pay little attention to the foot that the budget, as submitted, represents a coordinated fiscal program and that material departures therefrom de stroy the whole purpose of the pro gram. If we are to avoid a continu ation of deficits, we must resist these Importunities or provide the neces sary revenues to meet the Increasing costs. It Is a matter of common knowl edge Mint the principal danger to modern clvlllwitlon lies In those na tions which largely because of an armament race are headed directly to wards bankruptcy. In proportion to national budgets the united States Is spending a far smaller proportion of government income for armaments than the nations to which I refer. It beehoves us, therefore, to continue our efforts to make both ends of our economy meet. That's what folks sav about the flavor of Lipton's lellow Label lea. This will per mit these committees to study such Information and suggestions for the purpose of proposing esrly In the next session of the congress legisla tion necessary to remedy defects In tbe present tax laws. Work Relief I recommend that an spproprlatlon of 81,600,000.000 be provided for work relief for the fiscal yesr 1938, and that It be mode available early In June so that its expenditure csn be properly planned prior to July first.
