PRESIDENT TAKES OFFICE JAN. 2QTH; CONGRESS JAN. 5TH Inauguration Advanced by Norris Lame Duck Amend ment Capital Usually Cold, Drab First Month WASHINGTON (UP) The next president of the United Statea for the first time In hlbtory will be In nugurated In mid-winter January 20. Instead of March 4, aa a result of the Norrla "lame duck" amendment. Washington, despite Its southerly location, finds winter often grim. As a result a snowstorm beating down on the capital may be the inaugura tion greeting for President Rooaevplt. Four years ago Franklin D. Roose velt wu Inaugurated on the center tier of capltol steps on March 4. The day was hazy, chilly and windy. ' Term Cut Short Next year, as a result of an amend ment to the constitution sponsored by Sen. Qeorge Norris (Republican) Neb., the president must take his oath of office six weeks before any predecessor In January often a blustering, snowy month even as far south as the languid Potomac. The new amendment provides that on January 6. one day after the new congress convenes, house and senate will sit in Joint session and give legal status to the electoral vo. However, the posslbllty has risen that the house an admixture of po litical af filiations may be unable to organize by that date. A strong bloc conceivably could delay election of a new speaker so that the joint session would be delayed. May Need New Law In that event a new law would have to be rushed through setting another date for verification of the electorial vote. This would be neces sary In event of the house falling to organize, If the president Is to take he oath on January 20. Inauguration day often has been a day of rough weather, straining the physical strength of government offi cials, particularly of Justices of su preme court who usually attend en mawe. The little man will answer to the name of Larry Steven. E. W. Empey was called to his home Thursday by the accidental death of his only brother. Wilson. Although Mr. Empey had heard none of the particulars before leaving, he -understood nls brother waa killed in an automobile accident somewhere In eastern Oregon. His brother was em ployed In the weights and measures department of the state. A very enjoyable program was given by the school Tuesday night. The program in honor of Thanksgiving consisted of songs, readings, a min uet and plays. The high school basketball team will resume play Tuesday night, De cember 1. after a week's lay-off for the holidays. Jacksonville will lur nlsh the opposition at the local gym nasium. The event will be a double header, the flrBt team of the high school will meet the Jacksonville first squad while the town teams of each place will feature the other half of the program. .
