WASHINGTON (UP) The next
president of the United Statea for the
first time In hlbtory will be In
nugurated In mid-winter January 20.
Instead of March 4, aa a result of the
Norrla "lame duck" amendment.
Washington, despite Its southerly
location, finds winter often grim. As
a result a snowstorm beating down
on the capital may be the inaugura
tion greeting for President Rooaevplt.
Four years ago Franklin D. Roose
velt wu Inaugurated on the center
tier of capltol steps on March 4. The
day was hazy, chilly and windy. '
Term Cut Short
Next year, as a result of an amend
ment to the constitution sponsored
by Sen. Qeorge Norris (Republican)
Neb., the president must take his
oath of office six weeks before any
predecessor In January often a
blustering, snowy month even as far
south as the languid Potomac.
Norrla sponsored the constitutional
amendment In the belief that the
"lame duck" congress In modern times
was a relic of the pant, with Its slow
transportation arrangements.
Now with airplane and stream-lined
train, he argued the will of the peo
ple in a November election should re
act on legislation with the beginning
of the new year after the election.

Thus congress will meet a new
congress on January 5 and the presi
dent Inaugurated on January 20 for
the first time. President Roosevelt
therefore finds himself the first presl-,
dent tn history with a term cut short, i
One major hazard- to the inaug-1
uratlon has resulted from the Norrla
amendment,, Previously a "lame duck"
congress has met in January a con
gress already organized to give offi
cial benediction to the electoral col
lego count.
The new amendment provides that
on January 6. one day after the new
congress convenes, house and senate
will sit in Joint session and give legal
status to the electoral vo.
However, the posslbllty has risen
that the house an admixture of po
litical af filiations may be unable to
organize by that date. A strong bloc
conceivably could delay election of a
new speaker so that the joint session
would be delayed.
May Need New Law
In that event a new law would
have to be rushed through setting
another date for verification of the
electorial vote. This would be neces
sary In event of the house falling to
organize, If the president Is to take
he oath on January 20.
Inauguration day often has been a
day of rough weather, straining the
physical strength of government offi
cials, particularly of Justices of su
preme court who usually attend en
mawe.
March is blustery and danRerous In
Washington. January la even more so.
The captlal for several years past baa
been susceptible to New England
wintry weather. A spell of it in Jan
uary could affect the glamour of in
auguration' day. The drive from the
White House to the capltol by the
president conceivably could be
through a driving blizzard.

hold a dinner-dance at Ernie's Ca
sino on the Rogue river, Friday, De
cember 4, stated Grande Chef de Gare
Lee GarJock today. A chicken din
ner will be served and dancing will
continue until a late hour.

ture to be held by the local voiture

pack since 1929, according to the Toy
Institute here. The retail toy volume
la expected to reach (215,000.000, a 15
per cent increase over last year.
Reflecting America's dominant In
terests Santa's pack will Introduce

ac well as a record crop of handcraft
sets. The predominance of toys re
producing peaceful arts and indus
tries and home equipment as con
trasted with European emphasis on
uniformed dolls was demonstrated at
the annual preview of Christmas toys
held by "toy manufacturers here.
The G-men's law enforcement ac
tivities, cowboys, policemen and his
torical military events are the only
battle strategies featured and repre
sent less than 1 percent of the total
volume.
Movie, radio atars and newspaper
comic characters sponsor a double
quota of educational, play sets, bal
loons, games, costumes, wheel toys
and even children's furniture, rbere
is a record number of dolls, dolls with
hair, and complete doll wardrobes.
Popular new children's books use
games and art to make learning to
read interesting.

Miss Eleanor Corthell left Wednesday
to spend the holidays with her par
ents In Marsh field.
Miss Doris Munn is spending the
holidays with friends In Junction
City.
Mr. and Mrs. Steven Wilson are the
proud parents of an eight and one
quarter pound baby hoy. The little
man will answer to the name of
Larry Steven.
E. W. Empey was called to his
home Thursday by the accidental
death of his only brother. Wilson.
Although Mr. Empey had heard none
of the particulars before leaving, he
-understood nls brother waa killed in
an automobile accident somewhere In
eastern Oregon. His brother was em
ployed In the weights and measures
department of the state.
A very enjoyable program was given
by the school Tuesday night. The
program in honor of Thanksgiving
consisted of songs, readings, a min
uet and plays.
The high school basketball team
will resume play Tuesday night, De
cember 1. after a week's lay-off for
the holidays. Jacksonville will lur
nlsh the opposition at the local gym
nasium. The event will be a double
header, the flrBt team of the high
school will meet the Jacksonville first
squad while the town teams of each
place will feature the other half of
the program.
