OKLAHOMA CITY (UP) Roger Payne, the "hobo philosopher," offers a four-point program for America that easily lces top place among any of the movements to the left. He proposes: , , .,, , A one-day work week. A minimum wago of 850 a week. Work for those who wish it. Travel and study for leisure time. Payne, holdor, of two degrees from Cambridge -rflilcge. England, cites himself as an example of what man can do by working no more than 50 days a year. He points out that for many years as a gentleman farmer In England he worked 50 days each year, and . kept his books balanced. The trouble with the present sys tem, as he sees It, Is that Americans are work crazy. "All we know Is work. All we do Is work." And with that he advances his plan of a one-day work week. He figures that two days of ths workers' week go to pay profits. In terest and rent of those who own land and machines. Another two days are taken up by waste. The waste Is accounted for In Inefficient machinery. Idle ma chinery, crime, harmful drugs and general foollshnej, Payne argues. Under his heading of "general foolishness" come those persons en gaged in such occupations as pack ing btrd seed for canarle. His statistics show one-fifth of the population unemployed. Thus, If the worker could rid him self of the two days he works for the capltnllet, two days for waste, and share his work with those who are unable to find employment, then the one-day work week would result, as Payne theorizes. The 850-a-week waire scale was selected arbitrarily. Payne says a workman needa that much money to fit Into the new scheme prop erly. Payne himself works a few days at farming or berry picking to de fray his expenses. He carries a pack on hla back with bed clothing and cooking utensils. He Is not snd does not Intend to be a candidate for public office. BUTTE FALLS MAN TO WED MEDFORD GIRL MONTESANO. Wash.. Oct. IS. VPl Marriage licenses Issued here yester- day Included: Douglas H.
