(UP) While near ly every other nation in the world is rearming, Canada this year will re duce Ita army by 45,000 men. Under a defenae program drawn up by Minister of National Defense Ian Mackenzie, Canada's army will be reduced from 130,000 to 00,000, and will be reorganized completely to give the country a compact co-ordl--nated service in place of the present straggling, loose organization, Canada's future defense policy will bo concerned with four possible de velopments, Mackenzlo declares. They are; 1, Defense of Canada's coasts. 2. Possibility of Canada being com pelled at any time to dispatch an expeditionary force to fulfil obliga tions uni'.er the terms of the League of Nations covenant, S. Defense of Canada's neutrality In the event of war between other nations. 4. Possible dispatch of an expedi tionary force consequent upon any contingent developments In relation to Canada's position In the British Commonwealth. - On paper, Canada's military forces consist of U Infantry and four cav alry divisions. Under Ian Macken rie's scheme, the forces will be re duced to an actual strength of six Infantry divisions and one cavalry division. The 136 mllltla regiments will be cut down to about 88, and the cavalry units will bo merged and mechanized. The active strength of the non permanent mllltla at present Is 48,761. but It is divided among In numerable regiments, none of which are up to strength and some almost moribund. The trsdltlonal fighting regiments, with a long record of service, will be strengthened and given adequate equipment and compact administra tion. The royal Canadian navy will be reorganized to provide greater oppor tunities for young Canadians to serve In It. In addition, the royal Canadian air force will be made more of a fighting unit. Civil aviation operations are to be transferred from the depart ment of national defense to the new ministry of transport and communi cations, leaving the R.C.A.F, to Its real task of training a compact fight ing force for defense.
