His slim, supple, athletic figure Is that of a young man In the twenties; hla tanned, unruffled face gives evidence of an ever youthful constitution. When he appears at a public func tion In the smart uniform of a death-head hussar or the dapper, tailless full dres of a naval regi ment, he Is easily the center of at traction, barripg not even popular leaders of the third relch. Prom early manhood the crown prince has taken a deep Interest in the theater, which he regards as one of the most Important manifesta tions of life and barometers of cul ture. Problem plays which give an insight into human nature and psy chology have great fascination for him. It goes almost without saying that a man who once was so close to the throne and who was sent on repre sentative missions to different coun tries by his Imperial father should take a deep Interest In International politics. He Is mindful of the fact, however, that a different regime from a monarchist Is In the saddle In Germany, and that any move on' his pare In the way of airing his views for publication might be mis interpreted. (AP) Soviet authorities an nounced today thai a small, auto matic radio balloon, sent up from the Novosibirsk meteoropollgal sta tion, had reached a height of more than 26 miles. They declared this to be the high est that a man-made Instrument ever has ascended. The exact altitude registered on the Instruments of the balloon, which did not carry passengers, was 42.200 meters 138,451.16 feet. Crash In Mld-Alr. NEW YORK, April 9. A movement to put befure the voters, through an Initiative petition, a pro posal to stagger the terms of state game commissioner with the argu ment that It will eliminate political juggling will be started soon. Application for a ballot title will be filed with the secretary of state In a few days, Ed Averlll, chairman of the Oregon state conservation council, said. The measure provides five-year rotating terms for the five commis sioners, with the term of one to ex pire each year. They would be appointed by the governor upon recommendation by various sportsmen, wild life group and others designated by the legis lature. Once appointed, they could be removed only by recall or for conviction of malfeasance.
