Burelson's LAST YEAR'S RECORD GLASGOW (UP) With th ar rival of another Leap Year, with lta legendary privilege of allowing wo men to propose marriage to bashful awsina, an old discussion has been revived among Scottish historians. For nearly a century a supposed statute signed by Queen Margaret of Scotland In the year 1228 has been offered as proof of. the origin of Leap Year. In that year the Scottish parlia ment Is supposed to have passed the following law: "It la statut and ordalnt that during the rein of hlr ma 1st bllsslt Mageste Margaret, for ilk .yeare knowne as lepe yeare. A large group of modern historians point out that, although 1228 was a Leap Year, there was no "malst bllsslt Mageste Margaret" on the throne or Scotland. From 1214 to 1249 the country was ruled by Alex ander II. they point out. Moreover, they argue, the first mention of the statute was found in "The Illustrated Almanac" for 1866 and the "conscientiously antique wording" suggests an imaginative writer, rather than a genuine docu ment of the 13th centurv. PORTLAND, Ore., Feb. 31. (AP Reports of 107 mills showed 43,739, 000 feet of new business for the week ending February 15, the Western Pine association announced today. This was above the corresponding week & year ago, but 11 per cent be low the preceding week this year. Shipments were 43.639.000 feet and production 38,840,000 feet. The same mills for the corresponding week a year ago showed orders 40 .063 .000 feet and production 31,378,000 feet.
