Will the candidate be one of thoae talked of today Borah, Land on. Knox, VandenberR or a "dark horse" as in 1020? Or will it again be Her bert Hoover? The New Deal Is ready for the bat tle, but it may be forced to make changes before the election. The su- ; preme court, early in the new year, i will decide on the constitutionality of some of the principal New Deal measures: The agricultural adjust ment act, with Its processing tax; vhe Tennessee Valley authority, and the cotton control act. The Wagner lab jr disputes bill and others slso seem destined for a hear ing before the nations nigh est court. But the basis of the New Deal has been built, it combines to make the philosophy of national planning, of s government-led program for social se curity, of stricter government regu lation, of government operation as a "yardstick." It accentuates an underlying Issue; Constitutional revision. Whether it appears as an outright Issue, consti tutional revision nevertheless la deep rooted in the campaign of '38.
