The labor secretary held such "co operative activity and understanding" "not only would consolidate IndUB trial gains since the depression's low point, but also would carry the na tion Into an era of great security." The seven-point program for "mod ern social security4' outlined by Miss Perkins: , "(1) Regularity and stabilization of Industry so that there may be regu larity of employment and prevention of unemployment.
