During periods of national unemployment. It Is but natural that citizens and permanent residents of any community will receive preference over new people from other sections. Those who are contemplating coming to Los Angeles county seeking work should remain In their own section where they are known and where their opportunities are more favorable. In other words come to California if you have money to spend and want to piny, but stay away if you haven't a com fortable bank account and want to work. There is always a very vocal reactionary element that has fought every public improve ment, whether it be sewer systems, paved streets, good roads, new schools, court houses or capitols. Governor Martin has the same kind of a fight on his hands to provide adequate facilities for the future that Governor LaFayotte Grover had early in the 70's when he erected the former eapitol. It was called "(.rover's folly,' "Grovcr's brick yard," "mausoleum" and other derogatory epitb'ets. Rut Grover had the vision and put it over, despite myopic opposition, Oregon is not a little state, despite the efforts of obstruction into who would throttle development. Still another proposal, embodying the Idea of a small group of sena tors and some members of the house, made Its appearance in a bill Intro duced by Senator Burks. The Burke plan would locate the new building on the old site and restrict the cost to $2,000,000, to be appropriated out of the general fund over the years 1936, 1037 and 1039. It further provide for the exclu sive use of Oregon materials in con struction, and would set up a build ing commission of nine members four appointed by the president of the senate and five by the speaker of the house. Interim Committee Aim. The other measures are also being prepared by Moody, one to create an Interim committee of seven, consist ing of the three members of the board of control, two senators and two rep resentative, which committee would be charged with general supervision of the problems of actual construc tion of the capltol. The fifth bill In preparation Is In the nature of an emergency meas ure snd does not deal exclusively with the capltol question.
