removed by the pamphlets recently circulated in the East and
Middlewest by Los Angeles county, one of which has been sent
to this office.
Outwardly it looks like just another California booster
pamphlet with beautiful pictures of outdoor life, and such allur
ing comeon blurbs as this:
"Business and pleasuw home and Industry beside the
blu. Pacific. Year round polo, yachting, sun plashed beaches,
, .vergreen golf courses, winter sports, deep sea fishing, mountain
fishing", etc., etc.
But the back of the glowing brochure has this emphatic
warning in cold, clear type:

come those who desire to visit us snd become a part of ua.
During periods of national unemployment. It Is but natural that
citizens and permanent residents of any community will receive
preference over new people from other sections. Those who are
contemplating coming to Los Angeles county seeking work should
remain In their own section where they are known and where
their opportunities are more favorable.
In other words come to California if you have money to
spend and want to piny, but stay away if you haven't a com
fortable bank account and want to work.

Plan for the Future
TniE iHsue before Jhe legislators is whether they will have
the viHion to plan for the future by enlarging the eapitol
sit; by the acquisition of Willamette cam pus or whether they
will mnke no provision for the commonwealth's future expansion
by limiting tho groifruta to the old site, one of the smallest in the
United States and necessitating the abandonment of Willson
park by the city.
This subject has been convincingly sot forth by Governor
Martin. The eapitol Rite enlargement will be vigorously' corn
batted, every proposal for progress is in Oregon, and has always
been, even in tho days of the pioneers. There is always a very
vocal reactionary element that has fought every public improve
ment, whether it be sewer systems, paved streets, good roads,
new schools, court houses or capitols.
Governor Martin has the same kind of a fight on his hands
to provide adequate facilities for the future that Governor
LaFayotte Grover had early in the 70's when he erected the
former eapitol. It was called "(.rover's folly,' "Grovcr's brick
yard," "mausoleum" and other derogatory epitb'ets. Rut Grover
had the vision and put it over, despite myopic opposition,
Oregon is not a little state, despite the efforts of obstruction
into who would throttle development. It is on tho threshold of
groat growth and expansion and we should plain for it, ns the
builders of the former eapitol did, and plan in a big way and
not handicap future generations. 'As the federal, government
pays 45 percent, of the cost and the project can be financed
without bond issues, there is every ineenlivn to nmUe the most

Fire crews succeeded In tying down
the essterly front, but the west bank
of the Arroyo Beco was soon a mass
of flames, which swept before dawn
into the estate on the edge of Alta
dena. Th sheriffs forces reported that
at least IS luxurious estate In the
exclusive residential section of North
Fair Oaks avenue and Wapello lne
were destroyed.

made Its appearance in a bill Intro
duced by Senator Burks.
The Burke plan would locate the
new building on the old site and
restrict the cost to $2,000,000, to be
appropriated out of the general fund
over the years 1936, 1037 and 1039.
It further provide for the exclu
sive use of Oregon materials in con
struction, and would set up a build
ing commission of nine members
four appointed by the president of
the senate and five by the speaker of
the house.
Interim Committee Aim.
The other measures are also being
prepared by Moody, one to create an
Interim committee of seven, consist
ing of the three members of the board
of control, two senators and two rep
resentative, which committee would
be charged with general supervision
of the problems of actual construc
tion of the capltol.
The fifth bill In preparation Is In
the nature of an emergency meas
ure snd does not deal exclusively
with the capltol question. It wouia
direct the supreme court to render
advisory opinions on pending legis
lation to the legislature upon re
quest, and la proposed to enable the
lawmakers to secure a court dec Is
Ion upon the opinion of the attor
rfey general that the capltol must
be located Inside the limit of the
city of Salem aa they existed' n
1864.
Under this opinion the legislature
would be Inhibited from considera
tion of the Candalarla Heights slghV
recommended by Governor Martin
as his second choice.

In Ita preliminary deliberations the
two capltol committee, which will
meet and hold hesrlnga Jointly but
report separately, will proceed on the
assumption of a 3.500.000 expendi
ture for the building alone, a grant
for 1.6 7 5. 000 of which haa been
approved by the federal public worm
administration.
As a starting point In considera
tion of the problem of financing
the state's share of the expense ot
the building, and the cost of acquir
ing' more land if th site is en
larged, the committee will first ex
amine the plan proposed by Ruins
Holman, state treasurer, of a direct
appropriation continuing over a pe
riod of three years from th general
fund.

supreme court before November 16 to
save him from the electric chair for
the kidnaping and murder of Charles
Augustua Lindbergh. Jr. -
"Egbert Rosecrana. one of the law
yers, visited the supreme court to
day, making arrangements to file an
appeal from the new Jersey court of
errors and appeals decision which
sustained the conviction of Hanpt
mann and the death sentence Im
posed upon him.
Rosecrans satd he and his associ
ates had practically completed prep
aration of the petition asking the
high court to grant a review.
The grounds on which Haupt
mann's counsel will base their ap
peal. Rosecrans said, are th summa
tion of the New Jersey attorney gen
eral at the trial, the change of theory
of the prosecution a to th manner
and place of death of the Lindbergh
baby, the charge of the trial Judge
to the Jury, and the circumstances
surrounding the trio, together with
the failure properly to seclude the
